Joint Powers Board Meeting
Thursday, November 12, 2020
The Joint Powers Board met virtually in regular session on Thursday, November 12, 2020
with the following member present: Lee Ann Pierce, Angela Boersma (in place of Michael Bartley)
and Nick Wendell. Leah Brink was absent.
County Commissioner Lee Ann Pierce called the meeting to order at 8:46 a.m. and a quorum
was established.
Motion by Wendell, seconded by Boersma to approve the agenda for the November 12, 2020
Joint Powers Board Meeting. All members voted “aye.” Motion carried.
Motion by Boersma, seconded by Wendell to approve the minutes from the July 23, 2020
Joint Powers Board Meeting. All members voted “aye.” Motion carried.
Assistant City Manager Jacob Meshke introduced City IT Manager Don Goff to the board.
Meshke also updated the board on the 2020 budg et. Meshke said the budget is sitting very well. He
said they’ve been conservative so expenses have been down.
The board discussed the veneer improvement project. Meshke said there’s $35,000 in the
budget to replace the veneer. Meshke said he was initially quoted $80,000 to replace the veneer
but wasn’t comfortable with that price so they received new quotes from two different companies;
Midwest Glass and Preferred Woodwork Inc.
City Building Services Administrator Jared Thomas said they received a quo te from Midwest
Glass to trim decorative wall bump out returns with an aluminum overlay. He said the cost to fix
that was $3,185.27.
Thomas said he received a quote from Preferred Woodwork, Inc. for $12,198.13, which
would allow for new veneer on first floor, second floor and third floor. Thomas said he also
received a quote from the same company to replace the veneer of the staircases for $14,577.19.
Boersma asked what this replacement would look like down the road with the bigger issue
not being addressed. She said there is a humidity issue in the building. Thomas said he doesn’t
know if this would be a permanent or temporary fix. Boersma asked if they should get something
that isn’t a wood product that doesn’t absorb moisture and would last a lot longer. She said the
root of the problem needs to be fixed. She said it’s not the wrong choice but it’s a temporary fix.
Thomas said they could try different material in the staircases separate to the bump -outs.
Motion by Boersma, seconded by Wendell to proceed with replacement of the veneer on the
bump outs but consider a different material for the staircase. All members voted “aye.” Motion
carried.
City Engineer Jackie Lanning updated the board on the bio-swale. Lanning said the project is
going to cost between $35,000 and $45,000, which she said would be paid out of the city’s drainage
fund. Wendell asked if the stone image would be a feature of the bio-swale and asked what the
benefit would be. Lanning said they won’t be using the stone diffuser.
Pierce asked about the long term maintenance agreement of the bio-swale. Lanning said
they don’t know for sure but none of the expenses will come o ut of the Joint Powers Board budget.
Lanning said planting will be done next spring and summer.
Motion by Boersma, seconded by Wendell to adjourn. All members voted “aye.” Motion
carried. The next regular scheduled meeting is Thursday, February 11, 2021 at 8:45 a.m.
