HomeMy WebLinkAboutTSCMinutes_2019_10_101 BROOKINGS TRAFFIC SAFETY COMMITTEE City & County Government Center, 520 3rd Street Room 300 (3rd floor) Thursday, October 10, 2019 12:10 p.m. The Brookings Traffic Safety Committee held its monthly meeting on Thursday, October 10, 2019 at 12:10pm in the City & County Government Center, Room 300. Members Present: Kacie Richard, Lewayne Erickson, Don Norton, Jackie Lanning, Tony Sonnenburg, Justin Bucher, and Jake McGlade. Members Absent: Matt Bartley, Gary Gramm, Stacy Perry, Dave Erickson, Charles Schnabel, Tim Heaton, and Brian Lueders. Others Present: Bill Hardin and Kathy Peterson. Call to Order: L. Erickson called the meeting to order. Approval of Minutes: T. Sonnenburg / D. Norton made a motion to approve the minutes from the September 2019 meeting. All present voted aye. Motion passed. Additions to Agenda: Old Business: New Business: Request to remove parking from the east side of 17th Avenue from 8th Street South to the south approximately 400 Feet from 7:00 AM to 4:00 PM Weekdays Lanning brought this up to the committee because her office has received a number of complaints on traffic backups on the corner of 8 th Street South and 17th in the mornings and after school. There is currently a no parking sign across the driveway at 812 17th Avenue South to the north. If there is, a vehicle parked there then vehicles that want to turn right have to go into the on coming traffic to get around the parked vehicle. That is when the no parking was put into place. I think the new traffic pa ttern is because of the new Middle School parking lot layout. They are encouraging drivers to take a right turn out of the parking lot. Lanning stated there might be more northbound traffic due to this. T. Sonnenburg stated during the school hours this whole stretch is backed up and does not think extending the no parking will make a difference. Bill Hardin lives at 1616 8 th Street South he has lived there for 30 years and in his opinion, the traffic has grown with the school as the school has grown. In the morning hours the traffic has been the same before the adjustments were made to the intersection where it was widened and added the turning lane. The same back up of traffic. This is the first year he has ever witnessed the backup of traffic on 8th Street South. Lanning stated the school didn’t want vehicles coming 2 out of the parking lot going south. Kathy Peterson lives at 812 17th Avenue South and has lived there for 22 years. This is the first time ever she has seen the backup of vehicles in the morning for school and believes this is because the school is not finished with construction yet. She does not want to lose the parking in front of her home. There is no parking on the west side of the street and would like access to the east side of the street. T. Sonnenburg mentioned the only drop-off for the kids is on the north side of the building so that increases traffic on 17th Avenue South. The parking lot on the south side of the building is for the facility. Lanning mentioned to the committee about upd ating the traffic counts at the corner of 12th Street South and 17th Avenue South as well as doing some stripping next year. We want to wait until the parking lots are open because the traffic patterns will change. Lanning suggested monitoring this area until after the traffic counts and the construction is finished. K.Richard/J.Bucher made the motion to monitor until the completion of the school. All present voted aye. Motion passed. Request for crosswalk on 22nd Avenue at the intersection with 9th Street Lanning stated this item was brought up by SDSU. The City Manager and Lanning met with the president and the facilities staff. The SDSU President asked if they could have crosswalk at 9th Street and 22nd Avenue to encourage students to not cross at the Wal- Mart driveway. Sonnenburg stated this road is 35 mph and would hate to give someone a false sense of security. He would be ok with signage but would hesitate on stripping due to a false sense of security. Lanning can check the manual to check and se e if there can be signage with no stripping. Norton/ McGlade made the motion to table until the next meeting. All present voted aye. Motion passed. Request for crosswalk on 8th Street at the “Pride of the Dakotas” crossing into SDSU Campus Lanning went over the request for a stripped crosswalk. This is midblock, there is a number of students that cross this area due to the new housing and Starbucks. There is a 4-way intersection at Jackrabbit and 8th Street with stripping and crosswalks. Bucher/Norton made a motion to install pedestrian signage and stripped crosswalk All present voted aye. Motion passed. Request to move crosswalk on Medary Avenue to the intersection of North Campus Drive Lanning stated Collin from SDSU asked if the northern crosswalk on Medary Avenue could be moved to the SE corner of Medary & North Campus Drive. Bucher/Richard made the motion to approve the crosswalk and demo the existing ramps. All present voted aye. Motion passed. Member Reports: J. Lanning updated the committee about a question from the last meeting about a request for a 4-way stop at 7th Street and Jackrabbit. Facility Drive will be reconstructed next year, 3 so this intersection will be looked at. For now, Jackrabbit is a through street so we will leave it as is. J. Lanning updated the committee about the question about adding a new traffic signal at 6th Street and Jackrabbit. She stated the DOT would have to warrant the signal but think it’s to close to 12th Avenue and 17th Avenue. The next meeting is scheduled for November 14, 2019. Meeting adjourned.
