HomeMy WebLinkAboutTSCMinutes_2019_09_121 BROOKINGS TRAFFIC SAFETY COMMITTEE City & County Government Center, 520 3rd Street Room 300 (3rd floor) Thursday, September 12, 2019 12:10 p.m. The Brookings Traffic Safety Committee held its monthly meeting on Thursday, September 12, 2019 at 12:10pm in the City & County Government Center, Room 300. Members Present: Matt Bartley, Gary Gramm, Dave Erickson, Charles Schnabel, Kacie Richard, Lewayne Erickson, Don Norton, Jake McGlade, and Stacy Perry. Members Absent: Jackie Lanning, Tony Sonnenburg, Justin Bucher, Tim Heaton, and Brian Lueders. Others Present: Dean Kattelmann, Derek Peterson, Cindy Ostlie, and Don Auger. Call to Order: L. Erickson called the meeting to order. Approval of Minutes: K.Richard / C. Schnabel made a motion to approve the minutes from the August 8 2019 meeting. All present voted aye. Motion passed. Additions to Agenda: Old Business: Discussion on request to remove parking from the east side of Jackrabbit Avenue between 7th Street and 8th Street Dean Kattelmann Associate Vice President of facilities at SDSU is recommending to remove the remaining 3 parking spaces on this block for safety. There are 27 spaces in the parking lot to accommodate the students and Starbucks customers. L. Erickson read the email he received from J. Bucher who is in support of removing the parking. J. McGlade mentioned visibility is also bad coming out of the parking lot. L. Erickson asked if there is a crosswalk. Dean Kattelmann said next year he would like to talk to the city about putting i n a midblock crosswalk. C. Schnabel/D. Norton made the motion to remove the 3 spaces and put in a midblock crosswalk across Jackrabbit Avenue. K. Richard asked if there are crosswalk requirements that have to be met. D. Erickson suggested the crosswalks be a separate motion until we get answers from J. Lanning on the crosswalk requirements. M. Bartley stated there has to be some control measures because this is not at an intersection. He suggested looking at the METCD guidelines before proceeding. An amendment to the motion was made D. Norton/G. Gramm amended the motion to remove the parking spots and have the City Engineer look at the possibility of a midblock crosswalk. All present voted aye. Motion passed. 2 Discussion on request to remove parking from the north side of 7th Street between 14th Avenue and Jackrabbit Avenue Dean Kattelman described on numerous occasions he has witnessed several students cross in-between vehicles parked along 7th Street and would like parking removed for safety reasons as well as for maintenance reasons during winter. He stated the road isn’t wide enough and there is plenty of parking available on campus to handle all the commuters. D. Erickson explained 7th Street is the same width down the street and there is parking allowed on one side or the other all the way down. So his question is what makes this block any different. Kattelman said there has been an increased in the amount of people in this block from 40 to now over 200 now with the new student housing. M. Bartley’s concern is for the families in this block that would like to have guests over but no place to park. Kattelman suggested to allow parking on the south side of 7th Street. D. Erickson stated the driveways are too close together and with the parking ordinance too close to a drive way would have a lot of violations. Kattelman would entertain no parking from 7am – 10pm. D. Norton asked if homeowners use the on street parking and asked if they would be opposed to removing parking on the north side. Cindy and Don are homeowners at 1454 7th Street. They are not in favor of putting parking on the south side. M. Bartley said he doesn’t agree with moving parking to the south side and the visibility wouldn’t get any better. Cindy mentioned the no parking signage on the south sided is not as visible. D. Erickson said having no parking on either side in a residential area as a homeowner himself, he would want the ability to have a place for company or services to park. L. Erickson read an email he received from Justin stating he cannot support this due to the already being no parking on the south side of the street. There are driveways on the south side and none on the north side. The north sided is a prime candidate for parking and Lanning agreed. Don Auger wanted to add with the exception of two homes and one being there’s. The other residents on 7th Street have parking in the back with alley access. L. Erickson asked what they would want. Don stated in some ways it would be nice not to have parking on the street. 7 th street is being used more as a through street where traffic is going fast. M. Bartley said if parking was removed he thinks speed will increase. D. Kattelman said visibility would be better with the cars removed. No motion was made. New Business: Requesting a right turn only sign be placed on Main Avenue closer to the railroad tracks to give drives more of a warning when the right lane changes into a right turn only lane. D. Erickson stated if a sign was placed in front of Front Street that would indicate they would have to turn at Front Street so if one was to be placed it would have to be placed between Front Street and 3rd Street and there isn’t enough room there. Member Reports: K. Richard was approached by a citizen with concerns about the speeds on Larkspur and Trail Ridge areas. M. Bartley suggested moving the speed signs to these areas. K. Richard is concerned with the increase of speed on Orchard and 17 th Ave. D.Erickson will have officers patrol this area. 3 Cindy asked what the procedure would be to get a traffic signal put on 6th Street and Jackrabbit Ave. D. Erickson said 6th Street is a state highway and that request would have to go through the state. Cindy suggested a 4-way stop at the corner of Jackrabbit Avenue and 7 th Street. D. Erickson stated 4-way stops have to meet warrants. J. Lanning would know those requirements and suggested Cindy email Lanning and get put on a future agenda.
