HomeMy WebLinkAboutTSCMinutes_2019_07_111 BROOKINGS TRAFFIC SAFETY COMMITTEE City & County Government Center, Room 241 (2nd floor) Thursday, July 11 , 2019 12:10 p.m. The Brookings Traffic Safety Committee held its monthly meeting on Thursday, July 11, 2019 at 12:10pm in the City & County Government Center, Room 241. Members Present: Jackie Lanning, Tony Sonnenburg, Dave Erickson, Kacie Richard, Matt Bartley, Charles Schnabel, Lewayne Erickson, Justin Bucher, Don Norton and Stacy Perry. Members Absent: Gary Gramm, Tim Heaton and Brian Lueders. Others Present: Jake McGlade and Jon Wiegand, HDR Call to Order: L.Erickson called the meeting to order. Additions to Agenda: Nortan made a motion, seconded by Sonnenburg to add the following item to the agenda: Discussion on student drop off traffic on Larkspur Ridge Drive west of Dakota Prairie School. All present voted aye, motion passed. Approval of Minutes: Old Business: None New Business: Discussion on student drop off traffic on Larkspur Ridge Drive west of Dakota Prairie School: Bartley said he has witnessed in the warmer months that traffic would back up on both sides of Larkspur Ridge Drive. He stated that parents and students got out of vehicles on both sides of the street and the street area is not a designated area for drop off. He also said a crosswalk might give the impression to a child a false sense of security. Lanning suggested designated it as a drop off zone with proper signage. Lanning will talk the Dakota Prairie principal before the next meeting for feedback. Highway 14 Bypass Corridor Study Presentation by Jonathan Wiegand, HDR: Wiegland gave a project overview and objectives of the US14- Bypass Corridor study. The SDDOT has initiated a study of more than 20 miles of the US14 – US14 Bypass corridor to address growing traffic volumes and develop a long-term plan. The goals are to develop a long- range plan of the study corridor that include 22nd Avenue interchange configurations, potential I-29 Exit 133 interchange configurations, number of US14 Bypass lanes, locations for passing and/or auxiliary lanes, and potential bicycle, pedestrian, event traffic, safety, and ITS improvements. The objectives are to present the study overview, timeline, 2 and expectations and gather public feedback on current issues and needs. The committee members could contact Wiegland with any additional feedback. Update on 2019 Construction Projects Lanning updated the Traffic Safety Committee on upcoming projects, which include:  22nd Avenue from Minnesota Drive to Eastbrook Drive: With the rain earlier in the week, the schedule was delayed by a couple of days, but the crews will have string line set up for paving that will take place next week. The parts for the traffic signal on Olwien are set to arrive in November so a temporary stop sign may need to be placed before the signal is installed. The deadline is set for November for the project.  8th Street South from 22nd Avenue to East of Medary Avenue: asphalt overlay  12th Street South from Medary Avenue to 22nd Avenue: asphalt overlay  20th Street South west of Main Avenue: This project is anticipated to begin at the end of July on the east end of the project. The segment between Larkspur Ridge Drive and Main Avenue South will be closed to thru traffic, however, the segment will be open to local residents so they can access their homes. The contractor will start with water main and storm sewer installation, then proceed with the roadway construction. This phase is scheduled to be opened by November 2019. The west half of the project will be constructed in 2020. This will be asphalt and will be three lanes (12 foot lanes with a center turn lane) and there will be a sidewalk on the south side and new curb ramps.
