Brookings Public Arts Commission
January 11, 2018 Minutes
The Brookings Public Arts Commission met on Thursday, January 11, 2018 at 12:00 pm at the Brookings
City & County Government Center, Room 241, with the following members present: Kate Treiber, Darla
Biel, Trayce Meyer, Lynn Verschoor, David Merhib, and Linda Purrington. Tim Steele, Jamison Lamp, Jean
Jostad, and Leah Brink were absent.
Vice Chair Verschoor called the meeting to order at 12:00 p.m.
Agenda - Discussion regarding the City Management Team’s draft 2018-2023 Strategic Plan was added to
the agenda. A motion was made by Treiber, seconded Meyer, to approve the agenda as amended. All
present voted yes; motion carried.
Minutes - A motion was made by Biel, seconded by Meyer, to approve the December 14, 2017 minutes.
All present voted yes; motion carried.
Election of Officers – A motion was made by Treiber, seconded by Merhib, to nominate Lamp as chair and
Verschoor as vice chair. All present voted yes; motion carried.
2017 Annual Report Assignments – The Commission’s 2017 annual report to the City Council and City
Manager is due on March 1, 2018. Members who headed up initiatives were asked to submit short project
summaries for inclusion in the annual report by February 1st. Projects include co-sponsoring the Patrick
Doughtery artist reception, the public arts video, BPAC bylaws, draft guidelines research, and the South
Dakota sculpture trail. The BPAC’s goals are already done because they adopted 2017/2018 goals.
Discuss inventory of City’s current artwork – A project identified on the BPAC’s 2017/2018 goals and
objectives is to develop a complete list of artworks in the City’s current collection, compile a photo archive
and map of artworks, evaluate urgent conservation issues, and develop conservation plan for each artwork.
The draft Public Arts Guidelines state the BPAC will develop an inventory of public artworks in Brookings. A
copy of the public artworks inventory as updated, annually, by the BPAC, will be made available on the City
website. Also, information regarding newly acquired artworks should be entered into the inventory and
database by the BPAC as the artworks are installed. The inventory should be structured and managed so as
to be a resource to community residents and visitors seeking to view Brooking’s public art collection.
Current information is included as an addendum. The inventory and database shall include the title of the
artwork, medium, dimensions, photograph(s), value, if available, artist, location, year created, year acquired,
donor, if donated, and condition report/conservation instructions.
This inventory will pertain to city-owned art and not privately owned. Thornes will meet with various city
departments to develop the inventory list, develop a photo archive and map. Verschoor will assist in
evaluating condition, development of conservation plans, and evaluate urgent conservation issues.
Public Arts Video Project – Treiber previewed the close-to-final of the Tangle Town Stickwork video.
Members provided some minor suggestions. Thornes will meet with city officials to request city financial
contribution for the project.
Draft Guidelines – Thornes presented the following draft schedule for the Brookings Public Arts Guidelines
adoption process.

City Management Team’s draft 2018-2023 Strategic Plan – The City Manager distributed a draft strategic
plan to the City Management Team on January 10th for review. The plan will be used as the baseline for
the City Council’s May 11th Strategic Planning Retreat. It includes three core themes:
A) Provide high quality delivery of basic, core public services that are efficient and effective through a
well-managed and high performing city government.
B) Develop initiatives that promote and expand quality community growth and economic strength that
is diverse and sustainable.
C) Develop initiatives that establish unique community identity characteristics
The City Manager has tentatively identified initiatives in each theme, including the following that pertains
to public art.
STRATEGIC INITIATIVE C-4: Identify and implement initiatives aimed at advancing the presence and
public appreciation of public art.
Thornes suggested the BPAC submit recommended goals for the City Council to consider for this
initiative. Members discussed a variety of ideas to include:
GOAL C-4-1: Adoption of Public Arts Guidelines
GOAL C-4-2: Consideration public arts in all city capital projects
GOAL C-4-3: City’s membership in the South Dakota Sculpture Trail
GOAL C-4:4: Opportunities to collaborate with regional or statewide or nationally art initiatives
Members were asked to email suggestions to Thornes. This item will be scheduled for further discussion at
the next meeting.
Announcements/Calendar/Correspondence
□ Volunteer Board Leadership Coffee with the Mayor – June 7, City Hall, Room 300, 8:15 am
□ National League of Cities Conference Report – Thornes said two City Council members reported on
public art initiatives they saw at the conference. They noted how that city made public art impactful
throughout the community in gateways, neighborhoods, crosswalks, utility boxes, etc.
□ March 8th meeting – We may need to change the date of the next meeting due to a conflict. Thornes
will send out a doodle poll.
