1. Call To Order
Meeting called to order by Chair Darla Biel. Members present: Trayce Meyer, Linda
Purrington, Darla Biel, Jean Jostad, Lynn Verschoor, Carrie Kuhl, Ashley Biggar, and
Scott Wallace. Members absent: Kate Treiber and Jamison Lamp. City Staff present:
Dusty Rodiek, Parks, Recreation & Forestry Director; Stacy Claussen, Recreation
Manager
2. Adoption of Agenda
Approval of agenda motioned by Trayce Meyer, seconded by Lynn Verschoor. Motion
carried.
3. Approval of Minutes
Approval of minutes motioned by Trayce Meyer, seconded by Lynn Verschoor. Motion
carried.
4. Introduction of Scott Wallace
Scott is an art/sculpture professor at SDSU.
Introductions of group and history provided by Chair Darla Biel. PAC established in fall
2016. Guidelines approved 2019.
5. Old Business:
A. Garth Britzman "Common Threads" wrap-up report from Exec Team
Installation was well received by the community. Garth has Common Threads up on
website with images and write up. Extra balls after project completion were stored in City
basement. Darla and others passed out the balls and flyers on the PAC at Brookings
Bonanza. There are no balls remaining.
B. Conditions/Maintenance Report & Recommendations from Lynn Verschoor
1) Lot Lines (Scott Wallace): Lynn Verschoor thought needed to get the piece lightly
sanded and possibly bring to car painting shop place to get repainted. Lynn Verschoor
and Scott Wallace will be looking into this further. Scott Wallace recommends that
whole piece be taken to his studio to recondition and then brought back. Possibly City
could haul to his shop. Piece completed 23 years ago. Lead paint on the 1st layer but
none lead on the others. Look into creating a more stable foundation. Chair Darla Biel
would like to see a quote on the projected fees associated with the
maintenance/repair.
2) Blind Man II: The Chase (Allan Fisher): Needs some repairs and a new sign. Need
to look at the plywood and re-stain piece and replace top piece. Dusty Rodiek thought
$500 or less to repair.
3) Sanctuary (Larson Park): Lynn Verschoor states overgrown bushes and other
moving parts. They can’t replace aggregate. Rebar is exposed but not a safety thing
but will catch moisture. Artist was vague on what to do. Lynn Verschoor will be getting
more details on how to proceed from artist. Artist is out of state.
C. Permanent Installation Committee Report
Chair Darla Biel stated more to be on acquisition. Each project has a panel. Scott
recommended honorarium and bringing only 3. Select finalist with $500 - $1000 amount
or honorarium. Scott stated ad in Café cost about $350 and onetime fee of about $450
but money is sent back from Café. Discussion on how to proceed on inquisitions on
potential projects and ideas. Chair Darla Biel and Ashley Biggar looking into guidance
and criteria with a form.
o City/County Building: Established that City/County Building is the next site for
project. Leah Brink and Stacy Steffensen from the County met on Monday with 4
members from the PAC. They met to solidify the procedures and review similar calls.
Two ideas – interior on north side of building above where there is not signage to go
on the building. Since the group is new, decided it was best to start with the interior
piece. Come up with location, set cost 10k, send out call this fall RFP in by January.
Panel then would meet and select 3-5 to bring to PAC for final decision.
o Library: Chair Darla Biel stated they have a desire for a mural behind the checkout
desk. Under $10 PAC can do a local call.
o Bel brand: Chair Darla Biel stated they have a desire to assist with having high
school students paint viaduct.
o Downtown Brookings: Chair Darla Biel stated they have a desire for a mural project
downtown.
o Bob Shelden Project: Dusty Rodiek states the City is looking at capital improvement
plan. Bob Shelden is having a consultant come in to review the space. There is a
potential for incorporating art in some fashion. Looking to put project out to bid early
2020. Will know more about this next meeting.
D. Brookings Public Arts Guidelines and Ordinance Changes: Update from Chair
and/or City Manager
Approved on June 9th. Guidelines and Ordinances being put on website by Stacy
Claussen. She is looking into putting minutes online.
E. Arts Opportunity Map: Tabled.
F. 2019-20 Work Plan Report
Chair Darla Biel provided draft for 2019-2020 Work Plan – tabled until next meeting. PAC
will review and make recommendations for next meeting.
G. Parade Swag - future ideas
Discussed and not of interest at this time.
H. Brookings Bonanza Wrap-Up
Distributed balls.
I. Americans for the Arts: PAN
Chair Darla Biel said to look under their website for more information and education.

7. Correspondence/Announcements/Calendar
Brookings is on top 10 small cities on vibrancy index. Vibrancy is writing a blog on Brookings
and will put on the FB page.
9. NAR Grant Information
RaeAnn Thompson sent information on grant opportunities. Usage of the funds can be artist
fees, items – it is called the Placemaking Grant. The project would need an overview.
10. Adjourn
Motioned by Lynn Verschoor. Seconded by Linda Purrington. Motion carried.
