HomeMy WebLinkAboutPACMinutes_2019_03_14 Brookings Public Arts Commission March 14, 2019 Notes The Brookings Public Arts Commission met on Thursday, March 14, 2019 at 12:00 PM at the Brookings City & County Government Center Rm 300 with the following members present: Darla Biel, Jean Jostad, and Linda Purrington. Absent: Jamison Lamp, Trayce Meyer, Tim Steele, Kate Treiber, and Lynn Verschoor. City liaison’s Rec Manager Stacy Claussen, City Manager Paul Briseno, CFO Erick Rangel, and PnR Office Manager Ronda May were also present at the meeting. Chairperson Darla Biel called the meeting to order at 12:00 p.m. Because of no quorum, a casual discussion of our progress and project ensued. No votes were taken. Stacy Claussen mentioned that our meetings will now be taped for available playback, transparency, and minute taking per Paul Briseno. Minutes: February’s minutes will need to be approved at April’s meeting. Information from CFO Erick Rangel: □ Erick shared with the commission the funding available. As of 2018 the total was $116,456.62, and starting at 2 019 the total stands at $185,456.42 with a possible $70,408 estimated additional dollars if not used in 2018. The commission anticipates doing a select call from $10,000 to $25,00 and above that, a national call. Review of PAC Guidelines: □ The guidelines were discussed and an attempt will be made to find the latest update on them. Garth Britzman call-in at 12:30 PM: □ The call was placed to Garth for an update and question-and-answer time on Common Thread, our possible temporary installation. He spoke to the piece as being a creation for a family friendly art experience perfect for play and discovery. It makes a bold statement, sends a message of community and diversity, and can be moved around the city. It is capable of withstanding the elements. He will look into the insurance aspect of it and is willing to assist with moving the piece within the city if that is what we choose. Chairperson Darla Biel would hope to have the cost in place and a decision made on our accepting this work next month. Continued discussion on a permanent installation: □ Chairperson Darla Biel is calling for a subcommittee to work on a permanent installation. □ In February, we voted on the following different levels of spending: 1) For projects less than $10,000 we could do a Direct Call, seeking a proposal from a single artist. (This is the category Garth would be in.) 2) For projects between $10,000 and $25,000, we would be able to make a Select Call, seeking proposals from a limited number of selected artists. 3) For projects exceeding $25,000, we would make an Open Call, listing a call for proposals on national Public Arts opportunity sites like the CaFÉ or Americans for the Arts. Announcements/Calendar/Correspondence □ Ronda will send CFO Erick Rangel’s budget presentation and the document provided by Garth Britzman out via email to the commission.
