December 13, 2018 Minutes
A meeting of the Brookings Historic Preservation Commission was held on Thursday, December 13, 2018
at 5:00 p.m. in City Hall. Members present: Angie Boersma, Leah Brink, Janet Merriman, Carrie Kuhl, and
Janet Gritzner. Jessica Garcia Fritz, Dennis Willert and Greg Heiberger were absent.
Chairperson Boersma called the meeting to order at 5:00 p.m. It was moved and seconded to approve the
agenda. All present voted yes, motion carried.
Project / Issue Updates & Reports
• The Festival of Lights Guided Trolley Tour was very successful. Bus loading/unloading signs would
be helpful for next year. Public education grant funds are used for expenses associated with the
trolley tour event.
• BHPC Liaison- Carrie Kuhl volunteered
• SDSU students are working on re-designing downtown alleys as community spaces with lighting
as part of a university project.
11.1 Historic Preservation Reviews
• 420 Main Avenue was approved by SHPO
• 808 Harvey Dunn & 928 8th Avenue – upcoming projects
• 918 4th Street – demolition permit requested and review is in process
• 8th Street Caldwell House – conversion back to single-family status
• 821 8th Avenue – foundation work
• 901 9th Avenue – window replacement (requesting vinyl)
• Review of 11.1 Review Standards Official Comment form – tabled
• City will issue Statement of Interest for Adaptive Reuse / Redevelopment of Armory – any
changes are subject to 11.1 Review
Action to Appoint 2018 City Annual Report Committee
• Annual report format is changing to a one page report
Assignment to Public Education Committee; develop 2019 draft social media content calendar
• Discussion on Facebook posts, photos, permissions
Action to Approve 2019 Meeting Schedule
It was moved and seconded to designate the second Thursday of the month at 5:00 p.m. as the meeting
date/time for 2019. All present voted yes, motion carried. Applications are due 20 days prior to the
meeting.
Action to Appoint Nominating Committee for 2019 Officers
• Carrie Kuhl and Greg Heiberger were appointed
Preliminary Discussion of 2019 Goals
• University Signs
• Update Historic Preservation Commission Plan (adopted by City Council in 2001)
• Grant Funding Deadline (March 31, 2019)
• Goals should be achievable/realistic
• Bring ideas for other goals to January meeting
Meeting adjourned at 6:00 p.m.
