HomeMy WebLinkAboutBHPCMinutes_2018_01_111 Brookings Historic Preservation Commission January 11, 2018 Minutes A meeting of the Brookings Historic Preservation Commission was held on Thursday, January 11, 2018 at 5:00 p.m. in City Hall. Members present: Angie Boersma, Greg Heiberger, Carrie Kuhl, Janet Gritzner, Leah Brink, Janet Merriman, Jessica Garcia Fritz and Dennis Willert. Absent: Virginia James. Others present: Shari Thornes and Laurie Carruthers. Chairperson Boersma called the meeting to order at 5:03 p.m. A motion was made by Heiberger, seconded by Brink, to approve the agenda. All present voted yes, motion carried. A motion was made by Heiberger, seconded by Brink, to approve the November 9, 2017 minutes. All present voted yes; motion carried. REVIEW OF 2018 GOALS, OBJECTIVES AND UPCOMING PROJECTS Thornes presented the 2017 Goals & Objectives that were revised and adopted after the retreat in 2017. Many of the goals and objectives are ongoing. Gritzner mentioned St. Paul’s Episcopal Church 125th Anniversary on Sunday, June 17, 2018. Currently, three churches have committed to the guided church tours. Neighborhood tours have not been planned. The churches will provide their own docents. A motion was made by Merriman, seconded by Heiberger, to approve the 2017/18 Goals & Objectives with the addition of promoting St. Paul’s Episcopal Church 125th Anniversary tour on Sunday, June 17, 2018. All present voted yes; motion carried. 11.1 Spring Mailing: Boersma suggested the addition of the licensed residential contractors to the mailing. Boersma is scheduled to provide a lecture on campus on February 14. Some of her presentation graphics could be included in this mailing. Historic Sites on Bikes: The Commission agreed to the April Green Drinks. Topics could include connections between Historic Preservation and Sustainability or past Mayor’s Awards for Historic Preservation and how they won. The Commission would like to schedule the April Green Drinks in connection with the April Critical Mass Ride. To avoid confusion, the Critical Mass Ride should begin at the same time/place as the past Critical Mass Rides. May Preservation Month: During Preservation Month, it was suggested to feature one property per week and follow the “This Place Matters” national campaign. 2018 Mayor’s Award Schedule: July and September are good months for the Commission. Thornes will coordinate with the other groups to finalize the date. Sustainability Council Public Education Campaign: Kelsey/Hogue and Jones homes are the current posters. Some suggestions for new posters include: then/now photos, rammed earth wall, Art Deco design, retaining historic windows and siding. Website replacement 2019: The City’s website is scheduled for a replacement in 2019 and it will be content based. Budgeting: Conference attendance -  April 27-28 History Conference in Rapid City – no members are interested 2  May 16-18 CLG Conference in Vermillion – Merriman, Boersma are interested  July 18-22 NAPC Forum in Des Moines – Boersma, Heiberger, Willert (family nearby – no hotel needed), Gritzner, Merriman, Brink (if funding available), Garcia Fritz (maybe), Kuhl (maybe), Garcia Fritz arrived at 5:43 pm Gritzner left at 5:45 pm DISCUSSION OF ANNUAL NATIONAL PARK SERVICE FUNDING APPLICATION The plaque project needs to be finalized. Thornes worked with the state and they concluded grants can fund interns. However, interns need clear direction on expectations. At the February meeting, this will be discussed further and the possibility of hiring a temp for a specific project (walking tours/apps). FORM NOMINATING COMMITTEE Willert, Garcia Fritz and Merriman volunteered to be on the nominating committee and will report at the February meeting. PROJECT/ISSUE UPDATES & REPORTS Public Arts Commission – Brink advised that the Commission is discussing a sculpture trail. The guidelines are being reviewed by a consultant and will likely be on the April 24 City Council agenda for adoption. The Commission is conducting an inventory of the city’s artwork and developing a maintenance plan. A draft of the video project was presented at the last meeting. Public arts will be one of the topics at the May strategic planning session. Comprehensive Master Plan Advisory Committee (Boersma & Garcia Fritz) – February 12 will be the next open house and the adoption of the Master Plan is scheduled for March or April. DBI – Downtown Brookings is now a subcommittee under the Chamber titled the Downtown District. They are in the process of shutting down the nonprofit with an attorney. State Historic Preservation Office (SHPO)  SD Supreme Court ruling on McKennan Park house  February 1 deadline for Deadwood grant  State open house - January 11, 2018  April 27-28, 2018: The 2018 history conference will be held April 27-28 in Rapid City. The program is being organized by the Archaeology office and the theme is “Infinite Variety: Past, Present, Future.”  May 16-18, 2018: The 2018 CLG conference will be held May 16-18 in Vermillion, with guest speaker Donovan Rypkema. The Clay County CLG is organizing the conference. Contact Jim Wilson or Ted Muenster if you have any questions. Executive Committee/Staff Updates  Strategic Planning Retreat – This is scheduled in May to include newly elected officials. The City Manager emailed a draft 5 year plan for departments, which includes three pillars: core services, community growth and unique community characteristics, including appreciation and preservation of historic structures. Thornes will meet with the Executive Committee to discuss. i. Maintenance plan for city owned historic or aging resources ii. Sexauer Seed District – How does an elevator work? iii. Property maintenance code 3  Pending 11.1 reviews: o Armory – The State sent their final letter advising that the demolition will destroy a historic property and all feasible and prudent alternatives to demolition and to minimize harm have not been fully explored. Currently, there is no action on the Armory scheduled on a Council agenda. o Jail expansion – SHPO required a case report. However, the architect has not responded at this time. o 9Bar – Boersma and Thornes met with representatives from the architect. Code issues are present and the owner needs to advise the architect how they would like to proceed. o New proposed project - downtown two-story addition on one story structure – potential owner is working and brainstorming with SHPO and HPC representatives. Before proceeding, the owner needs to produce drawings.  Sioux Falls Board of Historic Preservation denied demolition permit of Cathedral Historic District home.  Central District – two houses were demolished adjacent to Central Historic District. The plan is to move two historic homes to these locations, but the current property owners need to prove they need to be removed.  Rammed earth wall – a feasibility study has been conducted and it will cost $300,000 to restore. Director Gwen McCousland hoped to use the Save America Structure Grant. However, the wall is not on the national register, so it does not qualify. She is requesting a letter of support from the BHPC for a Deadwood Grant. A motion was made by Brink, seconded by Merriman, to write a letter in support of the rammed earth wall project for a Deadwood grant. All present voted yes, motion carried. Staff and the chair will draft the letter of support.  Ag Heritage Museum – a window restoration project is being planned – Possibilities for a public education campaign poster, demonstration or workshop?  St. Paul’s Episcopal Church 125th Anniversary – June 17, 2018  Licensing Residential Contractors – currently 6 licensed  March 8 conflict – Staff has a conflict with the March 8 meeting. March 15 works for members.  May 2 as alternate date – Unfortunately, Thornes is not available on the alternate of May 2. An alternate date needs to be selected if there is a case report that requires action.  September 13 – Thornes is out of state.
