HomeMy WebLinkAboutBHPCMinutes_2019_01_17Brookings Historic Preservation Commission January 17, 2019 Minutes A meeting of the Brookings Historic Preservation Commission was held on Thursday, January 17, 2019 at 5:00 p.m. in City Hall. Members present: Angie Boersma, Janet Merriman, Jessica Garcia-Fritz, Carrie Kuhl, Janet Gritzner, and Tom Thaden. Leah Brink, Dennis Willert and Greg Heiberger were absent. Chairperson Boersma called the meeting to order at 5:10 p.m. A motion was made by Merriman, seconded by Kuhl to approve the agenda. All present voted yes, motion carried. Chair Boersma stated the Commission would like additional time to review the December 13, 2018 minutes and they will be acted on at the February meeting. City Manager Update City Manager, Paul Briseno, informed the Commission of recent staffing changes and reinforced City Council’s commitment to historic preservation efforts by the Commission. Briseno stated the Community Development Department will be providing staff support to the Commission. Nominating Committee Report and Election of Officers The nominating committee brought forth a motion to elect Janet Merriman as Chair and Jessica Garcia- Fritz as Vice Chair for 2019. Gritzner seconded the motion and all voted yes, motion carried. Merriman and Garcia-Fritz accepted their positions. Action to Approve 2018 City Annual Report A motion was made by Kuhl, seconded by Garcia-Fritz to allow the Executive Committee to approve the annual report when it is finalized. All present voted yes, and the motion carried. Discussion and Possible Action on 2019 Social Media Content Calendar The public education subcommittee (Brink and Kuhl) have been working on this with Laurie Carruthers, City Communication Specialist. Further discussion will commence at future meetings. Update on Historic Preservation Plan Chair Boersma reported that Shari Thornes, City Clerk, has been working with consultants Winter and Company from Colorado. Discussion and Possible Action to Approve 2019 Goals The Commission reviewed the draft 2019 goals in the City Annual Report and concluded that a goal pertaining to the Historic Preservation Plan update should be added. 11.1 Historic Preservation Reviews • No reviews pending • Shari Thornes has been working on the 11.1 Review Standards Officials Comment form. Project/Issue Updates and Report • Chair Boersma stated the City will be seeking Letters of Interest for adaptive reuse / redevelopment of the armory. • Kate Nelson, Restoration Specialist, with the State Historic Preservation Office will be in town conducting training on January 25, 2019 at 1:00 p.m. Chair Boersma, incoming Chair Merriman, and incoming Vice-Chair Garcia-Fritz plan to attend. • A portion of the commercial district requirements will be re-written to assist with clarity. An update will be provided at the next meeting. • The National Park Service/State Annual Report deadline is approaching as well as the 2019/2020 deadline for grant funding. These items will be discussed with Kate Nelson on January 25, 2019. • Commissioner Thaden mentioned that commissioner volunteer time may be counted towards the grant match. A motion to adjourn the meeting was made by Merriman, seconded by Garcia-Fritz . All present voted yes, motion carried. Meeting adjourned at 6:00 p.m. Submitted by Staci Bungard
