HomeMy WebLinkAboutJPB Minutes_2018_09_20BROOKINGS CITY/COUNTY JOINT POWERS BOARD MEETING THURSDAY, September 20, 2018 The Joint Powers Board met in regular session on Monday, July 9, 2018 with the following members present: Mary Kidwiler and Nick Wendell. Michael Bartley was present via telephone. Stephne Miller was absent. Mary Kidwiler called the meeting to order and a quorum was established. Motion by Bartley, seconded by Wendell to approve the agenda for the September 20, 2018 Brookings City/County Joint Powers Board Meeting. All members voted “aye.” Motion carried. Motion by Wendell, seconded by Bartley to approve the minutes from the July 9, 2018 Brookings City/County Joint Powers Board Meeting. All members voted “aye.” Motion carried. City Engineer Jackie Lanning updated the board on the home demolition that will take place directly behind the City/County building. Lanning said that space will be turned into a 44 stall, 17,400 square foot parking lot. Lanning said V.J. Ahlers Excavating Inc . will be demolishing the homes and preparing the site yet this fall. Lanning said the bidding for the parking lot will happen this winter, with construction next summer. City Manager Paul Briseno discussed using the Government Center building as a stor m shelter. Briseno said the current storm shelter, the old Armory building, has been shut down and they are looking for an alternative location. He said the shelter needs to be a p ublic place, within city limits and with a basement. Briseno suggested the C ity/County Government Center. Commission Department Director Stacy Steffensen said she brought the idea up to County Development Director Robert Hill and the only concern Hill had was the absence of restrooms in the basement of the building. Steffensen said there is plumbing, but no bathroom. County Commissioner Michael Bartley said he doesn’t have a problem with that idea or getting quotes to install a family bathroom. Paul said he will work on getting quotes for a bathroom in the basement. Motion by Bartley, seconded by Wendell to designate the City/County Government Center building as the city’s storm shelter. Briseno said he would reach out to all the avenues to spread the word. All members voted “aye.” Motion carried. County IT Specialist Shawn Plowman discussed technology upgrades with the board. Plowman said $70,000 was budgeted for 2018 to make technology upg rades, and so far they are planning to spend approximately $56,000. He said he still has a few items left to purchase, but it will have to wait until next year because of the cost. Briseno said they might want to look at adjusting what is broadcasted based on the changes in technology. He encouraged Plowman to challenge the sales representatives on the cost of the upgrades or to speak with a consultant just to ensure they are receiving the best equipment for the best price. Briseno discussed purchasing a computer for the Executive Session meeting room. Briseno said currently, there isn’t a computer in that meeting room making it very difficult to perform meetings. He said the city utilizes that room often. Plowman said because it’s a shared room, they would need to either purchase two computers or have a generic login so anyone can use it. Kidwiler and Wendell both said they were in support of that idea. Briseno said if the county didn’t want to purchase their own computer, he would be in support of allowing county employees to use theirs. Motion by Wendell, seconded by Bartley to approve the purchase of a computer for the Executive Session meeting room. Steffensen updated the board on the Historical Society display under the first floor stairwell. She said there are additional items underneath the stairwell, but said the descriptions of the items are small. Steffensen said she will work on getting those enlarged. Motion by Bartley, seconded by Wendell to adjourn. All members voted “aye.” Motion carried.
