JOINT POWERS BOARD MEETING
Monday, July 9, 2018
The Joint Powers Board met in regular session on Monday, July 9, 2018 with the following
members present: Mary Kidwiler, Stephne Miller and Michael Bartley. Nick Wendell was absent.
Mary Kidwiler called the meeting to order and a quorum was established.
Motion by Bartley, seconded by Miller to approve the agenda for the July 9, 2018 Brookings
City/County Joint Powers Board Meeting. All members voted “aye.” Motion carried.
Motion by Bartley, seconded by Miller to approve the minutes from the May 9, 2018
Brookings City/County Joint Powers Board Meeting. All members voted “aye.” Motion carried.
County Commissioner Michael Bartley discussed the properties south of the City & County
Government Center. Bartley said he and Commission Department Director Stacy Steffensen did a
walk-through of the buildings and it was determined that the buildings are not worth salvaging.
Bartley said the entire foundation is rotted out. Bartley recommended a Request for Proposal for
the demolition of the properties.
City Engineer Jackie Lanning said once the buildings are gone, they can fill it in by October.
Motion by Bartley, seconded by Miller to recommend a Request for Proposal for the
demolition of the properties south of the City & County Government Center building. All members
voted “aye.” Motion carried.
Commission Department Director Stacy Steffensen discussed the RFQ process for Guarantee
Energy Savings Contracts. She said during the last meeting, a representative with CTI came and
presented what their company does and how they can help the City & Coun ty. Steffensen said that
representative is no longer with that company and asked the board how they would like to move
forward. City Manager Paul Briseno asked what they looked at. Steffensen said they were looking at
several different areas of the building: lighting, HVAC System, and exterior envelopes. She said
they look at past billing and see where they can help us save. Steffensen said CTI is not the only
company who does Guarantee Energy Savings Contracts.
Briseno said he is going to propose a Maintenance Supervisor who oversees all of the
facilities to the City Council. He said the individual would also spend some of their time in the City
& County building. Bartley said that’s a good idea because the county has the Brookings County
Outdoor Adventure Center, the Detention Center/Jail, and the Courthouse.
By consensus, the board agreed to hold off on the RFQ process and see where City Manager
Paul Briseno’s proposal goes.
Steffensen discussed the technology upgrades in the control room, chambers, community
room, and executive session room. Steffensen said IT Specialist Shawn Plowman is working on
getting some quotes and will spend most of the $70,000, which has been budgeted. Steffensen said
they will be getting a new Cramer switch, a new projecto r, a new control system upgrade, and a
blue ray recorder.
Motion by Miller, seconded by Bartley to adjourn. All members voted “aye.” Motion carried.
