JOINT POWERS BOARD MEETING
Thursday, March 28, 2019
The Joint Powers Board met in special session on Thursday, March 28, 2019 with the
following members present: Mary Kidwiler, Lee Ann Pierce, and Michael Bartley. Nick Wendell was
absent.
Lee Ann Pierce called the meeting to order and a quorum was establ ished.
Motion by Kidwiler, seconded by Bartley to approve the agenda for the Thursday, March 28,
2019 Joint Powers Board Meeting. All members voted “aye.” Motion carried.
Motion by Bartley, seconded by Kidwiler to approve the minutes from the Februar y 21, 2019
Joint Powers Board Meeting. All members voted “aye.” Motion carried.
The board discussed the installation of the basement bathroom. Commission Department
Director Stacy Steffensen said this board gave approval at the last meeting to spend up to $18,000
to construct a family sized restroom in the basement of the building. She said the final proposal
from Clark Drew Construction came back above the approved amount. City Building Service
Administrator Jared Thomas said the estimate came back at $24,285.00. Thomas said they sought
out three different companies with the specs similar to the rest of the family restrooms in the
building. Commissioner Pierce said the quote is way too high. City Manager Paul Briseno said he
would like to move forward with Clark Drew; just scale back to hit the $18,000. The board agreed.
IT Specialist Shawn Plowman updated the board on the exterior security ca meras that were
purchased for the building. Plowman said when they purchased the security cameras, they were
also given free signs to hang on the outside of the building. He asked the board if they would like
to see those signs hung up. The board agreed to hang security signs on different locations of the
building.
City Engineer Jackie Lanning discussed the fencing around the generator. She said she would
research different material.
Commission Department Director Stacy Steffensen discussed leaking issues over at the
courthouse, as well as the county storage space. She said the pipe itself wasn’t leaking, but around
the pipe it was leaking. Bartley suggested that a plumber come and check out the seal.
Motion by Bartley, seconded by Kidwiler to adjourn. All members voted “aye.” Motion
carried. The next regular scheduled meeting is Thursday, May 16, 2019 at 8:30 a.m.
