HomeMy WebLinkAboutJPBMinutes_2010_10_13 BROOKINGS CITY/COUNTY JOINT POWERS BOARD MEETING October 13th, 2010 The Joint Powers Board met on Wednesday, October 13, 2010 with the following members present: Alan Gregg, Dennis Falken, Mike Bartley, and John Kubal. Also in attendance were Stephanie Ellwein and Jeff Weldon. REGULAR BUSINESS Chairperson Bartley called the meeting to order. Motion by Gregg, seconded by Kubal to approve the minutes from the September 29, 2010 Joint Powers Board Meeting. Vote 4 ayes, 0 nos. Motion carried. The board reviewed the Construction Finance Report. City Manager, Jeff Weldon provided the background information on the report. It was noted that the report showed the costs spent through October 9, 2010. City Manager, Jeff Weldon reported that the Zoning Commission has approved the zoning of the administration building site to be B1. Bossardt and Cannon Moss discussed value engineering options in which the board could consider for potential cost savings. Jeff Weldon provided the background information on the options that the organizations had presented to him. The board reviewed the proposed changes and then placed a call to Tom Minter with Bossardt Corporations as well as Todd & Brent the architects from Cannon Moss to discuss the proposed changes in greater detail. The construction manager presented $487,000 in cost saving opportunities through value engineering. The board decided on the following: Division 5 (Metals), the JPB will likely accept both these items subject to refining the load requirement in areas where appropriate for the live/dead weight. The board does not want to use plexiglass in the rails and are having the architects re-design this and come up with something else. Division 9 (Finishes), the JPB is going to contemplate these items a little longer since we have a little time. Some of these items may work as alternates in the bid pack. With regard to Division 15 (Mechanical) we will accept the PEX piping and the others identified as TBD provided all the consultants agree noth ing in terms of performance of the mechanical system is compromised. The construction manager will continue to develop numbers on these items. We will accept the display case $10,000 as an allowance added to the cabinetry section. The JPB may consider soliciting a donation for this item. We will accept the $25,000 for the exterior brick sculpture, again, possibly soliciting a donation for this amount. The JPB will get an answer back to the consultants within one week resolving the optional full basement issue. ADJOURNMENT There being no further business, Chairperson Bartley declared the meeting adjourned until 7:30 a.m. Wednesday, November 10, 2010.
