Home My WebLink AboutJJCMinutes_2018_02_28Minutes of the Joint Jurisdiction Committee 02/28/18 Chairperson Mary Kidwiler called the meeting to order. Committee members Mike Bartley, Al Heuton, Robert Hexum, Mary Kidwiler, Steve Meyer, Darrel Nelson, Ope Niemeyer, Lee Ann Pierce and Mike Struck were present. Others in attendance were Luke Muller and Thomas Nealon with First District Association of Local Governments, Brookings County Development Deputy Director Richard Haugen, Brookings County resident Bill Ross, Brookings City Manager Jeff Weldon and Brookings County Commission Department Director Stacy Steffensen. A quorum was determined to be present. The agenda was amended to include a presentation by Bill Ross. Meyer moved/Heuton seconded that the agenda for the February 28, 2018 Joint Jurisdiction Committee meeting be approved as amended. Bartley moved/Struck seconded that the minutes from the January 24, 2018 Joint Jurisdiction Committee meeting be approved as presented. Motion carried. Ross gave a presentation on the “Agrihood,” or Agricultural Neighborhood concept. The committee continued their review of the list of uses within the Ag District in the proposed joint jurisdictional area. They discussed road side stands, public utilities and services, religious farming communities, shelterbelts, solar energy conversion systems, stables, kennels and others. The committee had their preliminary review of the existing land use survey. Muller said since their last meeting, they have driven every road in the joint jurisdictional area and have listed all uses that they found. He presented a map showing ag, non-ag, second residences and other, accessory uses. Muller also presented a map showing confined animal feeding operations within the joint jurisdictional area that fit that definition according to the current ordinance. The next meeting was set for Wednesday, March 28, 2018 at 9:00 AM. Struck moved/Heuton seconded a motion to adjourn. Motion carried.
