Zirpel presented three new policies for review and recommendation. 7182-71 Influenza Vaccination Plan. Approved. 7183-70 Pet and Service Animals in BHS Facilities. Approved with editorials noted. 7183-72 Performance Improvement Project Recognition & Reward Plan. Approved. Zirpel was excused. Executive Session SDCL 1-25-2.3 A motion by Johnston to go into executive session, based on SDCL 1-25-2.3. Faltemier seconded the motion. Executive Session started at 7:24 p.m. Attorney Rich Helsper was present. A motion by Evers, seconded by Faltemier to come out of executive session. Report Total $1,540,140.47. CEO Report Carda noted a statewide disaster preparedness exercise was held in July. He noted the exercise was a great learning experience noting communication a key component. Phone interviews have been conducted for the CNO position. There has been more interest than expected from applicants for the Director of Emergency Medical Services position. Phone interviews have been conducted and in personinterviews will be conducted as soon as can be scheduled. Two more modules Long Term Care and Acute Clinical will “go live” October 1 and November 1, respectively. CFO Report Coffey noted that gross revenues were lower than budget and salary and benefit expenses were over budget for July. Total organizational expenses for July were $2,523,666.00. Utecht, $10.12 Committee Reports Page 4 of 5 QI/Personnel Committee – Three new policies were discussed and will be discussed as new business at the Board meeting in August. Press Ganey scores for in inpatient areas were reviewed. These scores showed inprovement. Strategic Planning Committee – The Strategic Planning Committee invited United Retirement Center director, Sally Damm to their meeting to talk about the campus master planning. A Task Force is being formed to look at long-term care needs in the community. Dianna Evers, will be a representative from the health care system. Finance Committee – The Finance Committee reviewed the monthly finances. Carda brought forth additional information to the board regarding the cost estimator. Bob Walker is reviewing the information and once the report is complete, will go to the Finance Committee to review. Additionally, Carda updated the committee on the design/build process and South Dakota’s statutes regarding this type of contract. It was the consensus of the board to not pursue the design/build route. Unfinished Business Campus Master Planning In light of the mayor’s task force, there was discussion as to what the next steps should be. A motion made by Johnston, seconded by Faltemier, to move ahead with the hospital project, but delay decision making on the nursing home for a period of time until information from the task fore can be completed and reviewed by the Board Motion carried. The board directed the CEO to go to various organizations throughout the city to communicate the master campus plan. Any board member who is able to attend was encouraged to do so. A list of meetings will be brought to the September Board meeting and members will be able to sign up to attend meetings. At 9:21 p.m. a motion by Little to move into Executive Session citing SDCL 1-25-2.1. Johnston seconded the motion. A motion by Corbett, seconded by Johnston to come out of executive session at 9:58 p.m. rd It was determined that the October 23 board meeting be moved to Thursday, October th 30. A motion by Evers, seconded by Johnston to adjourn the meeting. Unanimous approval.
