1. Call To Order: Motion by: Darla Biel, seconded by: Jean Jostad. The motion carried by the following
vote: Yes: Linda Purrington, Darla Biel, Kate Treiber, Jean Jostad, Taylor McKeown, Carrie Kuhl, Ashley
Biggar, and Scott Wallace
2. Verbal Roll Call: Attendance: Linda Purrington, Darla Biel, Kate Treiber, Jean Jostad, Taylor McKeown,
Carrie Kuhl, Ashley Biggar, and Scott Wallace. City Staff: Dusty Rodiek, Jacob Meshke. Additional
attendees: Ashley Ragsdale
3. Approval of Agenda: Amended by Darla Biel update on B – not tabled. Motion to approve amended
agenda by: Jean Jostad, seconded by: Linda Purrington. The motion carried by the following vote: Yes:
Linda Purrington, Darla Biel, Kate Treiber, Jean Jostad, Taylor McKeown, Carrie Kuhl, Ashley Biggar, and
Scott Wallace
4. Approval of Minutes: Motion by: Jean Jostad, seconded by: Taylor McKeown. The motion carried by
the following vote: Yes: Linda Purrington, Darla Biel, Kate Treiber, Jean Jostad, Taylor McKeown, Carrie
Kuhl, Ashley Biggar, and Scott Wallace
5. Old Business:
A. 2020-22 Commission Work Plan: Tabled until next in-person meeting.
a. Notes: Darla Biel – This is tabled as it is something we are updating in real time.
B. City/County Building Art Update: Tabled
a. Notes: Carrie Dean has submitted invoice for first half of payment. Steve Britzman prepared
contract. Planned to come to Brookings in June but has been postponed. Will work with her to
have a meet and greet. She still thinks she will have the meeting completed by mid-September.
C. Conditions/Maintenance Report & Recommendations: Larson Park repair
a. Notes: Dusty Rodiek with updated bid – after initial quotes, he asked to get a different quote
since they included more than needed. Kerry’s Landscaping quoted $2,442 – included
rejuvenation pruning, removal of existing mulch, landscaping rock, weep barrier. Bushes that
are there can be pruned back. Recommendation to approve this quote. This quote is for the
landscaping only. Lynn was working on art repairs prior. Taylor McKeown located her quote
from Gage Brothers in Sioux Falls - quote for original casting is $6,210 to power wash, clean,
and repair, plus $420 extra to put on a clear sealant. Provided quote in December. $8,982 total
for overall repair with landscaping and artwork restoration. Scott – Gage quote seems high.
Taylor McKeown – thinks they can do all work on site. Various repairs are needed. Believed
Lynn only got the one quote. American Artstone in New Ulm , Minnesota – Scott Wallace
recommends. Darla Biel – good to get a second bid on repair before proceeding with current
bid. Are there safety concerns to proceed with landscape, are they able to do landscaping
before repair? Dusty Rodiek feels they can do.
b. Motion: Darla Biel – to allocate funds to update landscaping and the area clear area. Scott
Wallace, Dusty Rodiek and Taylor McKeown to work together to obtain quote from American
Artstone in New Ulm, MN. Seconded by: Jean Jostad. The motion carried by the following vote:
Yes: Linda Purrington, Darla Biel, Kate Treiber, Jean Jostad, Taylor McKeown, Carrie Kuhl, Ashley
Biggar, and Scott Wallace
D. Paint the Plows: Tabled
a. Notes: Darla Biel - this will be discussed towards later fall.
E. Bob Shelden Capital Improvement Project
a. Notes: Darla Biel – Call is created and live. Working with Chelsie Bakken for press release.
Committee decided for $190K for call itself and $10k for stipends and admin. This decision was
voted and approved by email. The call is open until June 30. The Art Selection Panel will process
the received applications for smaller selection to present to the full committee. City in favor of
proceeding with project after Darla Biel’s conversations with Dusty Rodiek and Paul Briseno.
Darla Biel will send email with press releases to the Commission once completed.
F. Musical Playground: Rotary District Grant application for matching funds has been pushed back
due to COVID 19.
a. Notes: Darla Biel – project recap: Ashley Ragsdale brought project to us for park piece. The
Commission voted and approved a 10k match with Rotary funding. Those grant applications are
due by July 30,2020 to Don Norton. Ashley Ragsdale will be contacted. The Commission would
not know until November. Dusty Rodiek – main structure is going in late spring, early summer
and addition can be added on later. That can be a completely separate contract. The
playground project is at Larson Park and can continue to be added on to.
6. New Business: Scott Wallace asked if we have decided area for piece at ballpark? Dusty Rodiek – no
precise area identified, but towards entrance and have visibility from parking lot and Medary. Electrical
and other need. Scott Wallace – footings will be needed. If the committee could make a wide bypass to
identify space it may also help the Commission to decide since they would be in same area. Clark Drew
and RDG working on ballpark project. Dusty Rodiek – suggested that the committee schedules a site
visit and discusses options.
