I would ask that you educate and assist business owners how to put measures in place to safely operate thru this
time. Just as you are doing with the liquor store and golf course, other businesses should be allowed the
opportunity to stay in business, with proper safety safety measures implemented. The message you are sendina
by keeping the city owned businesses open while ordering others to close is "we are smart enough to do this, t1
rest of you are not” WRONG MESSAGE!

I am very opposed to the 'Stay at Home' order being proposed by the city council. This idea of restricting the
movements of people for the sake of public health for a small amount of infected people is very concerning.
r)uaranteen the sick people not the healthy. I think that the people of South Dakota have done an excellent job of
)cial distancing and do not need the city council to restrict their movements.

Government regulation will not stop the spread of this virus. Brookings businesses have already done a great job
of proactively taking measures to mitigate exposure and it shows in our numbers. The outbreak in SF is largely
due to companies not taking appropriate action to protect employees. If the City Council wants to prevent a spike
then work with local businesses to continue mitigation efforts. This ordinance will only negatively impact our
businesses and City government financially.

I cannot speak for others but my family is exercising social distancing, staying home unless absolutely necessary
to leave, and doing everything we can to stop this virus. That being said, I won't comment on the ordinance, but I
expect council to discuss in public what direction they are voting and why. Please be transparent.

The first reading of this ordinance is an important step in allowing our elected officials to act quickly in response
to rising COVID-1 9 numbers in our community. Numbers in Brookings have remained low due to the steps
-eady taken and we continue to learn each day about this virus. Once community spread takes hold, it is very
aifficult to slow or stop because transmission occurs in asymptornatic individuals. A stay-at-home ordinance can
be essential to maintaining public health and safety.

This measure is appropriate and necessary for limiting the human and economic costs of COVID-19 in Brookings.
The lack of statewide intervention has led to Sioux Falls taking a lead in cases of COVI D-1 9 per capita in the
nation and at an alarming rate. The data are clear, early and aggressive intervention allows for faster economic
recovery while preventing overload of the healthcare system. Brookings has been fortunate thus far. Let's do
everything we can to keep it that way.

As a person who is deemed an essential worker I support this ordinance. I do not have the liberty to work from
home. I have witnessed countless people especially older ones in Hy -Vee and Walmart sit and talk for hours.
are not doing as good of a job as we could be. I agree with peoples right to choose but what gives people the
right to choose to put me and other essential workers at risk because they're bored at home? Essential workers
do not have the freedom to stay home.

I don't believe that more regulation will help in this case. Stay at home orders impact people's' ability to safely visit
with loved ones from porch to driveway or allow parents to take their kids to safe, enriching events such as the
cruise down Main Street. I worry for the mental health of those alone and unable to interact safely. I don't believe
an order will stop anyone who isn't already concerned enough to respect their neighbors.

I believe that Brookings residents and Businesses are doing a great job in implementing social distancing. Most
the restaurants are offering curbside or delivery for options and the citizens are working together to help them
stay open by remaining patrons. A mandatory shutdown will serve no purpose except put more people on
unemployment and cause more problems. Our numbers reflect the fact that we acted quickly implementing social
distancing.

I support the ordinance. 1) We are dealing with a highly infectious respiratory virus that doesn't have a treatment
or vaccine and can be spread by people who don't even know they are infected. 2) There is a cluster of cases
only 45 min from Brookings likely leading to infections here. 3) Many people in Brookings are not taking social
distancing recommendations seriously as evidenced by folks shopping in groups in area businesses. 4) One
person's behavior can infringe on another person's health.

We need to stay ahead of the virus and be proactive. Once the spread starts, it is not easy to contain. Smithfield
Foods is a prime example of how quickly the virus can spread.

I oppose this ordinance. Shelter in place will not stop the spread in a small community of close knit families. It will
however extend the length of time all businesses will be required to remain closed. Brookings is doing a great job
of social distancing and isolation from vulnerable populations. Those susceptible to death fromCOVID will need to
continue to maintain isolation for an extended period of time. If we don't have herd immunity vulnerable
populations will forever be isolated.

My daughter-in-law is a family practice doctor at Avera clinic and she says the more we practice social distancing
and shelter in place the better. She says the worse is yet to come. I support anything that helps to do that.

I support this first reading of Ordinance 20-006. The city government needs to be able to act fast in the event of a
rapid increase in COVID-1 9 cases. The experience of other communities across the country has shown the
seriousness of COVID-19 and fast action can save lives. I think it would be foolish to think that Brookings is

primarily responsible for their safety. They are the ones entrusted with expansive freedoms. They're free to
exercise their rights to work, to worship, and to play. Or to even stay at home, or to conduct social distancing." I
challenge yourself to think of citizens that will be affected by this order, have you ever been trapped in a home
with an abusive spouse or parent? I have.

I hank you to our Council Members for consideration of this Ordinance.
I oppose ORD 20-006.
Uniform enforcement will be difficult. Costs to implement, monitor, and enforce will be not be constructive.
Continued advocacy for helping our community maintain safe activities will be more productive than an ordinance.

I believe the citizens and business owners of Brookings are doing a fantastic job of keeping our community safe!
Business owners voluntarily closed walk in business as a protective measure from Covid-1 9 weeks ago without
hesitation. The people in our community are practicing social distancing and caring for others that cannot safely
go to the grocery stores. We do not need any other regulations and our numbers show that. Very proud of our
community!!

The citizens of Brookings are doing a great job of limiting exposure. We do not need a Stay -at -Home order in fact
I think that small businesses should be allowed to open that are currently required to be closed by the City
Council. These decisions are killing our small businesses! The citizens that need to quarantine are the ones who
are most likely to be impacted (greater 65 yrs old and those with auto immune issues). Don't make this decision
for everyone! The citizens must have a say!

With the rest of the Ration looking at ways to open back up, why are we looking at an ordinance of this sort?
Brookings is doing an excellent job of social distancing and we do not have an extreme issue of Covid here. This
I -le of legislation is fear terror. The big picture numbers are getting better every day and we have no reason for
...,s action in our community at this time. Do not do this to your residents.
