A meeting of the Parks and Recreation Advisory Board was held on Monday, August 7, 2017 at 5:30 p.m.
at Brookings City & County Government Center with the following board members present: Kristi Larsen,
Jay Larsen, Steve Berseth, Thomas Thvedt and Cole Moderegger. Others present included: Darren Hoff
(Recreation Manager), Stacy Claussen (Recreation Manager), Dan Brettschneider (Parks, Recreation &
Forestry Director) and Christi Weidemann (Office Manager).
1. Call Meeting to Order. Berseth called the meeting to order at 5:33 p.m.
2. Approval of Minutes. Approval of the June Park Board Meeting Minutes. J. Larsen made the
motion to approve the meeting minutes. Motion was 2nd by K. Larsen. All present voted yes;
motion carried.
3. Additions to and Approval of Agenda. Add 6.a. Transportation Alternatives Program Grant
Letter of Support for Lefevre Drive Project. K. Larsen made the motion to approve the meeting
agenda. Motion was 2nd by Thvedt. All present voted yes; motion carried.
4. Staff Highlights. Brettschneider reported on staff highlights report for July.
5. Dakota Nature Park Update: Single Track. Curt Kabris (Brookings Mountain Bike Association)
gave a presentation regarding the new Single Track, which is located at the Dakota Nature Park.
6. Facility Updates: Sexauer Park Restroom Project, Outdoor Adventure Center. Brettschneider
reported that the Sexauer Park restroom project includes four unisex restrooms of which two
will have accessible showers. Due to an increased cost estimate, the restroom project will be on
a future City Council agenda for review. The Outdoor Adventure Center is being purchased by
Brookings County. The current plan is for the County to continue the current programming and
incorporate the County 4H program. A memorandum of understanding has been created
between the City and County regarding maintenance of the City owned parking lot located to
the north of the Outdoor Adventure Center building.
a. Transportation Alternatives Program Grant Letter of Support for Lefevre Drive Project.
Brettschneider asked the Board for a letter of support for a grant application the City is
submitting for funding from the State DOT to construct an 8’ wide concrete trail on the
south side of Lefevre Drive cul-de-sac. The trail would cross over to the north side by
Cenex and connect to the Allyn Frerichs recreational trail system located along HWY
14/6th Street. This section of trail is identified as a future trail segment in the Bicycle
Master Plan.
7. Mayor’s Bike Ride August 17th.
8. Park & Recreation Board and City Council Park Tour Date. The Park & Recreation Board and
City Council Park Tour date will be Monday, September 25th.
9. Upcoming Programs and Events. A monthly “What’s Going On” flyer was sent to board
members prior to the meeting for informational purposes.
10. Adjourn. Berseth adjourned.
September meeting will be the Park Board Tour on September 25th.
