HomeMy WebLinkAboutJJCMinutes_2019_04_04Minutes of the Joint Jurisdiction Committee 04/04/19 Chairperson Mary Kidwiler called the meeting to order. Committee members Kidwiler, Mike Bartley, Tom Davis, Robert Hexum, Robert Hill, Duane Knutson, Steve Meyer, Scott Mohror (arrived at 9:50 a.m.), Lee Ann Pierce and Mike Struck were present. Luke Muller with First District Association of Local Governments, Deputy County Development Director Richard Haugen and Brookings County Commission Department Director Stacy Steffensen were also in attendance. A quorum was determined to be present. Hill moved/Pierce seconded that the agenda for the April 4, 2019 Joint Jurisdiction Committee meeting be approved as amended. Motion carried. Additions to the agenda included the introduction of new committee member Tom Davis and an update on the discussion Kidwiler and Pierce had with representatives from the City of Aurora. Bartley moved/Meyer seconded that the minutes from the March 19, 2019 Joint Jurisdiction Committee meeting be approved as presented. Motion carried. Tom Davis was introduced to the committee. He is filling the spot vacated by Darrell Nelson due to his resignation from the Brookings County Planning & Zoning Commission. Pierce said she and Kidwiler met with Aurora Mayor Fred Weekes and Chuck Tiltrum, the chair of the Aurora Planning Commission, to discuss the proposed changes to the joint jurisdictional boundaries. Pierce said it was a good conversation and they are goin g to bring the information back to their city council and planning commission. Muller said Bushnell shouldn’t be an issue, as they do not have a planning commission. He still suggested having the discussion about the proposed boundary changes with Mayor Huebner. Muller said Volga is not an issue, as the proposed boundary is less than the equidistant line between the two communities. Pierce asked about the small strip of land between Volga’s joint jurisdictional area and Brookings’ joint jurisdictional area. Struck said he doesn’t see the city developing west of West 16th Ave. Mohror arrived. Struck said that area is zoned ag and under the county’s ordinance, but he said he wouldn’t encourage any more development in that area. Muller said he doesn’t see it becoming an issue unless either 213th Street or 214th Street become a major route between Volga and Brookings. The committee discussed the aquifer protection area. Pierce suggested that the ‘purpose’ include language about providing a safe public water supply. Meyer said the original ordinance had limited permitted uses in the aquifer protection area. He said the proposed ordinance seems to have a wider set of uses and lists the specific restrictions. Muller said there are certain things that are prohibited in this zone or are conditional uses that are different from other areas zoned ag. Meyer said he feels that the new ordinance opens up more permitted uses in the aquifer protection area. He said he’s not as concerned about production practices, as much as urban sprawl or industrial development. Knutson said those things should be handled as conditional uses. Muller said they won’t know what kind of development may occur until someone comes in and asks; and those need to be handled on a case by case basis. Meyer asked if he could meet with Muller, Struck and Hill to review the draft and get his questions answered. The next meetings were scheduled for Thursday, April 25, 2019 at 9:30 a.m. and Thursday, May 2, 2019 at 9:30 a.m. Struck moved/Hill seconded a motion to adjourn. Motion carried.
