Chairperson Mary Kidwiler called the meeting to order. Committee members Kidwiler, Mike Bartley,
Robert Hill, Duane Knutson, Steve Meyer (arrived at 9:40 a.m.), Scott Mohror, Ope Neimeyer, Lee
Ann Pierce and Mike Struck were present. Luke Muller and Tom Nealon with First District Association
of Local Governments, and Brookings County Commission Department Director Stacy Steffensen
were also in attendance.
A quorum was determined to be present.
Hill moved/Knutson seconded that the agenda for the March 19, 2019 Joint Jurisdiction Committee
meeting be approved as presented. Motion carried.
Knutson moved/Hill seconded that the minutes from the February 27, 2019 Joint Jurisdiction
Committee meeting be approved as presented. Motion carried.
The committee reviewed the map of the proposed new boundaries of the joint jurisdictional area.
Pierce asked if there is anything in state law that requires something different when making boundary
changes, other than the adoption of the new ordinance. Muller said there is not. Knutson asked if
those residents being brought into the joint jurisdictional area are noticed individually. Muller said
they are not required to provide individual notice.
Meyer arrived.
Kidwiler and Pierce were tasked with holding initial, informal discussions with representatives of the
City of Aurora regarding the boundary of the joint jurisdictional area remaining where it is. The line is
closer than the line that is equidistant between the City of Aurora and the City of Brookings. Muller
suggested holding a similar discussion with representatives from the City of Bushnell, as well.
The group continued to revise the joint jurisdictional boundaries. Muller said he would provide an
updated map.
Muller said the next meeting will include discussions on the definition of boundaries, aquifer
protection, rural residential areas and feedlots.
The next meeting was scheduled for Thursday, April 4, 2019 at 9:30 a.m.
Struck moved/Knutson seconded a motion to adjourn. Motion carried.
