Committee members Ope Niemeyer, Mike Bartley, Greg Fargen, Mike Struck, Mary Kidwiler, Steve Meyer, Robert Hill, Darrel Nelson, and Lee Ann Pierce were present. Brookings City manager, Jeff Weldon, also attended. Robert Hill presented an agenda for the meeting which was unanimously approved. Moved by Kidwiler/ seconded by Bartley. Pierce moved/Bartley seconded that Mary Kidwiler be elected chair of the committee. The motion was approved unanimously. Pierce moved/Niemeyer seconded that Mike Bartley be appointed vice chair of the committee. The motion was approved unanimously. Niemeyer moved/Bartley seconded that Lee Ann Pierce be appointed recorder for the committee. The motion was approved unanimously. A discussion was held on the six applications for the two township representatives on the committee and the two members at large. Bartley moved/Struck seconded that Duane Knutson and Robert Hexum be appointed as the two township representatives and Scott Mohror and Al Heuton be appointed as the two members at large. The motion was approved unanimously. No staff reports were made. Robert Hill agreed to send the members of the committee a copy of the Brookings County Comprehensive Plan by e-mail. Robert Hill, for Brookings County, and Mike Struck, for the City of Brookings, agreed they would each, be responsible for the public notices for future meetings as required for their governmental unit. A discussion was held brainstorming on issues to be discussed by the committee. The issues listed included the 35 acre rule in the joint jurisdiction area; revising the current ordinance; options governing the joint jurisdiction area; utility issues and their effect on development; joint jurisdon boundaries; the joint jurisdiction boundary and the City of Aurora. Chairperson Kidwiler will talk with First District about an agenda for our ne meeting. The agenda should include a review of maps (to be provided b Robert Hill) of the current joint jurisdiction boundaries and a review of Sout Dakota statutes related to joint jurisdon rules and regulations. I The committee agreed to meet on the second and fourth Wednesday of each month at 9:OOam. Robert Hill agreed to make arrangements for the committee to use the community room on third floor of the City/County Building for the meetings. The next meeting will be held on December 13, 2017.
