HomeMy WebLinkAboutBHPCMinutes_2018_09_27Brookings Historic Preservation Commission September 27, 2018 Minutes (Unapproved) A meeting of the Brookings Historic Preservation Commission was held on Thursday, September 27, 2018 at 5:00 p.m. in City Hall. Members present: Angie Boersma, Greg Heiberger, Janet Merriman, Dennis Willert, and Leah Brink. Carrie Kuhl, Janet Gritzner, and Jessica Garcia-Fritz were absent. Chairperson Boersma called the meeting to order at 5:00 p.m. It was moved and seconded to approve the agenda. All present voted yes, motion carried. It was moved and seconded to approve the June 14, 2018 minutes. All present voted yes, motion carried. Chair Boersma rescued herself as she is the architect for the project located at 420/422 Main Avenue. Commissioner Heiberger chaired the meeting in Boersma’s absence. 11.1 Project Review - Plan to construct two-story addition on 420/422 Main Avenue, Brookings Commercial Historic District The Commission reviewed a project to construct a two-story addition onto a non-contributing structure in the Commercial Historic District. The following discussion ensued: • Patio - for second floor apartments; safety rail, back from parapet • Not going to be lower than corner building; not going to be lower than corner building at the street. But falls below from line of sight because corner building is at street and addition is set back. Allows the corner building to still appear larger. Roof at 34' and parapet at 34'9" • Materials - Use a Drivit brick façade and pull out the dark purple and grey (80%) from existing façade. • Discussed the discrepancy between 1988 nomination and the map used for determining contributing/non-contributing. Will review today as non-contributing in good faith and will track down the discrepancy. • Proportioning of windows - trying to hold to the longer; but not to the two vs. three-story. Size 8 foot - similar to storefront openings on first floors; but not as wide as the second story. Alternative would be to go to double lite; maybe without transom. No mirrored glass noted- similar reflectivity. It was moved and seconded to concur with the findings of the case report with changes to the window size/pattern. All present voted yes, motion carried. Chair Boersma rejoined the Commission. Project/Issues, Updates & Reports • The Brookings Bonanza was a smashing success. • There was also general discussion on the Mayor’s Awards Event, Guided Trolley Tours, and Plaque Installations. Executive Committee/Staff • County has not applied for a permit for the jail • Armory waiting to do study • Ag Heritage bids over on the windows, moving forward • SDSU Bungalows - no update The meeting was adjourned.
