HomeMy WebLinkAboutE911Minutes_2014_10_16 EAST CENTRAL REGIONAL COMMUNICATIONS COUNCIL E911 MEETING Thursday, October 16, 2014 8:30 a.m. Brookings City & County Government Center 520 3rd Street Suite 230, Room 241 Board members present: Jeff Weldon (City Manager), Tom Yseth (County Commission), Don Larson (County Commission), and Jael Thorpe (City Council). Others present: Jeff Miller (BPD), Darrell Hartmann (Fire Dept.), and Mark Stratton (Communications). Members Absent: Bob Hill (County Zoning Office) and Marty Stanwick (SO). Call to order: Meeting was called to order by Larson. Yseth / Weldon moved to approve the minutes of the June 2014 meeting. All present voted aye. Motion approved. Additions to the Agenda: Kimble Group. Bills: Jeff Miller reviewed non-recurring bills. Weldon/ Yseth moved to approve non-recurring bills. All present voted aye. Motion approved. Old Business: Joint Powers Agreement: Abby Howard reviewed the changes she and Steve Britzman made. Howard verified the statutes were current and up to date. Changes addressed were: operations costs assessments, language for termination, and insurance language. The budget is now overseen by the city. Hartman suggested to change the name of the agreement to East Central Regional Communications Council Joint Powers Agreement. Weldon stated under Section VIII East Central is crossed out, which will need to be changed. Yseth/Thorp made a motion to approve the updated Joint Powers Agreement and change the title to East Central Regional Communications Council Joint Powers Agreement and remove the crossed out marks on “East Central” under Section VIII. All present voted aye. Motion passed. New Business: Mark Stratton gave an update on the conference he attended in Mitchell. The 911 state board hired Kimble and Associates. Kimble will be conducting site visits and Brookings is scheduled for the end of the month. They will be looking at the server room to make sure there is enough room for any equipment that may need to be installed. All software should be compatible. There should be no additional costs. Brookings will be one of the first six that are test sites for Next Generation. Next Generation is more than just texting to 911. It’s a state wide connected system where one can connect nationally via text messaging and video. Member Reports Thorpe would like to put public safety apps on the next meeting’s agenda. Hartman recommended Pulse Point. Next meeting: January 15, 2015 at 8:00 a.m. Regular quarterly meetings are held in January, April, July, and October on the third Thursday of the month.
