E911 MEETING
Wednesday, November 18, 2015; 8:30 a.m.
Brookings Public Safety Center, 307 3rd Avenue
Board members present: Tom Yseth (County Commission), Ryan Krogman (County
Commission) and Jael Thorpe (City Council).
Others present: Jeff Miller (BPD), Darrell Hartmann (Fire Dept.), Mark Stratton
(Communications), and Marty Stanwick (SO).
Members Absent: Jeff Weldon (City Manager), Bob Hill (County Zoning Office), and
Richard Haugen (County Zoning Office),
Call to order: Meeting was called to order by Yseth. Krogman / Thorpe moved to
approve the minutes of the July 2015 meeting. All present voted aye. Motion
approved.
Additions to the Agenda:
Bills: Jeff Miller reviewed non-recurring bills. Krogman / Thorpe moved to approve
non-recurring bills. All present voted aye. Motion approved.
Old Business:
Update on Next Generation:
Went live with Next Generation in August. TCS and Swiftel are working on the
problems. Other PSAPS are also experiencing problems. TCS has put other PSAPS on
hold until the current PSAP problems are resolved.
The 2nd phase will take place a year from now, which will provide texting capabilities.
New Business:
3rd Station budget Review:
Miller stated the initial project cost was estimated at $55,000. The county auditors
discovered Brookings County hadn’t turned all the funds over to the City. Several years
ago Brookings County was in control of the funds. A balance of $24,530.89 ($24,262.13
+ $17.39 interest + $251.37 interest) was deposited in to the miscellaneous E 911
revenue fund.
Review Amendment to the East Central Regional Communications Council Joint
Powers Agreement:
Miller reminded the board it is important to keep a minimum cash balance in this
account for any unexpected expenses, such as equipment repair. Yseth and Krogman
will bring the Joint Powers Agreement to the Brookings County Commission for
approval.
Member reports:
Miller mentioned a telephone line was cut in Volga, which resulted in a dispatcher going
over to the retirement center to take 911 calls. Stanwick stated there needs to be a
different radio in the City building in Volga. Stratton stated Century Link needs the
number to the City building, so when a situation arises, the calls can be routed to the
City Building instead of the retirement center. Dispatch will also need a key to the
building.
Hartman reported they are moving forward with “I Am Responding.” He will update the
committee on Pulse Point at the next meeting.
Next meeting: January 20, 2016 at 8:30 a.m.
Regular quarterly meetings are held in January, April, July, and October on the
third Thursday of the month. Budget discussion is held in May.
