E911 MEETING
Wednesday, July 15, 2015; 8:30 a.m.
Brookings City & County Government Center, 520 3rd Street
Suite 230, Room 241
Board members present: Ryan Krogman (County Commission), Jeff Weldon (City
Manager), and Jael Thorpe (City Council).
Others present: Jeff Miller (BPD), Mark Stratton (Communications), Marty Stanwick (SO),
Bob Hill (County Zoning Office), and Stacy Steffensen (Commission Dept. Director).
Members Absent: Tom Yseth (County Commission), Darrell Hartmann (Fire Dept.), Richard
Haugen (County Zoning Office).
Call to order: Meeting was called to order by Krogman. Thorpe / Weldon moved to
approve the minutes of the May 2015 meeting. All present voted aye. Motion
approved.
Additions to the Agenda: None
Bills: Jeff Miller reviewed non-recurring bills. Thorpe / Weldon moved to approve non-
recurring bills. All present voted aye. Motion approved.
Old Business:
Update on Next Generation:
Stratton stated the company was experiencing data issues and the project is temporarily on
hold until corrected. They are looking at coming back the week of August 17th or 24th.
New Business:
Discussion on where to place policies within the Joint Powers Agreement (minimum cash
balance):
Miller stated the board previously approved carrying a minimum cash balance of $30,000 for
operational items. Weldon clarified these set aside funds is will take care of any replacement
capital items. Krogman would like to balance the budget with a $30,000 surplus. Discussion was
had if carrying a cash balance should be part of the Joint Powers Agreement, or a separate
policy. Weldon stated the Joint Powers Agreement is a covenant document and it would not
be appropriate in this document. Consensus was reached to have Addendums attached to the
Joint Powers Agreement for such policies. Miller will ask Abby to draft an Addendum for next
month’s meeting.
Member reports:
Hill reported the Homeland Security Grant is due July 31st.
Next meeting: October 21, 2015 at 8:30 a.m.
Regular quarterly meetings are held in January, April, July, and October on the third
Thursday of the month. Budget discussion is held in May.
