A meeting of the Mayor's Advisory Committee for People with Disabilities
was held on Thursday, December 9, 1999 at 9:00 a.m. Members
present: Kurt Cogswell, Nancy Hartenhoff, Lynda Muller, Allen Muller,
David Hoyt, David Bertelson, Marla Muxen, Kay Cutler, and Emily
Bennett. Jennifer Kampmann was absent.
Chairperson Cogswell called the meeting to order. The agenda was
adopted. The minutes of November 17, 1999 were approved.

Schedule Next Meetin>7. Friday, January 14, 2000 at 9:00 a.m.
Barrier Awareness Dav. Muxen will contact Jolene Dunbar to coordinate
with the Brookings High School students interested in the project.
College practicum students may also be involved. She recommended
smaller groups of students this year and an advance press release
promoting the committee's activities.
Presentation to City Council. The City Council is considering whether or
not to continue Council Member participation in the various city
committees, boards and commissions. They have scheduled times to
review each committee over a three month period. Cogswell agreed to
make a presentation on the Committee to the City Council at their
January 10, 2000 meeting. He will email a draft outline of his
presentation to the members for their comments. Other members
agreed to attend the meeting.
Appointment Recommendations. The Mayor has received several
applications for the one vacancy on the committee and is seeking
committee input on representation needs. The committee expressed a
need for a person from the senior population as a member. This
recommendation will be passed to the Mayor for his consideration.
Appointments will be made by the City Council on December 20.
Budget Report. The committee has approximately $850 remaining in
funds for the fiscal year 1999. Expenditure thoughts: Barrier
Awareness supplies, videos, chamber advertising, able plaque.

Local Affiliate Trainin. A local affiliate meeting is scheduled for
December 16, 1999 in Pierre. Allen Muller is available to attend.
Governor's Awards Final Nominations. The final nomination forms must
be submitted to Pierre by December 17. Cogswell volunteered to write
Richard Anderson's form. Fry will be contacted to finish the two
business nominations.
Update on Transportation Issues. Cogswell met with Lloyd Hansen,
Chair of the Brookings Area Transit Authority (BATA), regarding their
involvement in a wheelchair accessible van. He sent letters to various
agencies regarding their interest and amount of use in such a van.
Response to the letters indicated usage of 75 to 100 people on a regular
basis. He is working with Hansen on funding and van sources. He is
proposing that BATA provide the maintenance and insurance on the van
and the Volunteer Service Bank provide drivers. Cutler suggested
sending a letter to student activity groups about volunteering to drive the
van. Allen Muller has received training on wheelchair lift installation.
ADA Coordinator's Report. Dunn reported that the City Manager and City
Council are currently reviewing her position. She did not receive any
calls pertaining to ADA in the month of November.
