HomeMy WebLinkAboutM2000_09_15Brookings Advisory Committee for People who have Disabilities September 15, 2000 A meeting of the Brookings Advisory Committee for People with Disabilities held a meeting on Friday, September 15, 2000 at 9:00 a.m. in City Hall. Members present: Kurt Cogswell, Nancy Hartenhoff, Emily Bennett, Kay Cutler, Dave Bertelson, Roger Seas, Marla Muxen, Amy Fry, and Lynda Muller. David Hoyt was absent. Shari Dunn, City Clerk, was also present. 1. Chairman Cogswell called the meeting to order at 9:00 a.m. 2. Adoption of agenda - The Recycle for Life project was added to the agenda. 3. The minutes of June 28, 2000 minutes were approved. 4. Schedule Next meeting - Monday, October 16, 2000 at 9:00 a.m. 5. Announcements ■ Members were reminded to turn In Volunteer Hour Forms to Dunn. ■ Check Out Local Affiliate News Website - www.ada-infonet.or . ■ The Human Rights Committee will award Dorothy and Eugene Butler with the first annual Human Rights Award on October 25th at 7:00 p.m. at the Library. Everyone was invited to attend. 6. Mailing • Local Affiliate Meeting Agenda - No one was able to attend. • Focus for Abilities (Sept -Oct 2000) • National Organization of Disability Community Awards - Members asked if any of the Committee's work would qualify for an award. Dunn will send examples of previous winners to the members. The deadline to apply is November 30`x. Status and follow-up reports: A. Summer Arts Festival. Cogswell attended the Arts Festival Committee wrap up meeting. The accessible parking and transportation was done well, the accessible restrooms were improved, and the phone banks were done correctly. However, the wheelchair booth was not greatly utilized. Cogswell recommended to the SAF Committee that two wheelchairs be located at each information booth. The Committee agreed to handle it that way in the future. Cogswell has become an official member of the committee and will be working with them on improving contract language for next year. Brookings Advisory Committee for People who have Disabilities September 15, 2000 Hartenhoff suggested he encourage the SAF Committee promote the new, improved accessible Arts Festival (wheelchairs, transportation, restrooms, phone). They could make it an important part of the advertising package. -- B. Accessible Van. Cogswell met with representatives of the Brookings Area Transit - Authority and Volunteer Service Bank to work on the plan. The two groups plan to implement a conservative approach to the service next year with a limited budget and used van. (Muller & Fry arrived at 9:22) C. ADA Anniversary Activities. Five areas businesses participated by displaying ADA Anniversary messages on their billboards. Cogswell submitted feature article information to the Register but it was not used. The Register instead highlighted the return of the SDSU student who was paralyzed in a recent car accident. D. Accessible appliance mailing. Hartenhoff prepared a letter that was sent to area businesses. Dunn has received technical assistance calls as a result of the mailing. E. ABLE Award. The ABLE Award was presented to representatives of St. Thomas More Catholic Church by Cogswell and Mayor Herriott on July 24tH. The award was very well received by the congregation. The Brookings Register preceded the award ceremony with a feature article. F. 2001 Bud eg t Request. The City Council gave first reading to the 2001 Budget on September llt . Second reading will be on Sept. 25tH The Committee is scheduled to receive the full amount of funding requested. The Council did not have any questions about the request. G. Recycle for Life. Lynda Muller and Cogswell attended a meeting on August 31 and another meeting is scheduled Sept. 16. Muller reported that the committee will begin its public awareness campaign this month. They are currently surveying the community to determine the needs and what is available to recycle. It was noted that this program is more than wheelchairs. The program has significantly expanded to a statewide basis with an Internet website. The primary campaign will be in October followed with a 3 -week collection period. The wheelchair clinic will be next spring. Make a Difference Day, October 28th, will be a drive to pick up unused medical equipment. (Cogswell/Muxen) Motion to authorize an advertisement to publicize the Recycle for Life program and collection site. All present voted yes; motion carried. Letter of Support Request from Advance for Accessible Group Home. Advance Foundation is applying for a SD Community Foundation grant to build an 8 -bed totally accessible group NO Brookings Advisory Committee for People who have Disabilities September 15, 2000 home to serve people with medical and mobility disabilities. Advance is requesting a letter of support for the grant application. The home would be located one block west of Medary Elementary. (Muxen/Muller) Motion was made to write a letter of strong support and commend ADVANCE for responding to a severe need in the community. All present voted yes; motion carried. Muxen offered to write the letter. 9. National Disability Employment Awareness Month - "Abi iV You Can Bank On". Bennett reported that Patrick Hughes, Hr. is scheduled to speak on October 181at 7:00 p.m. in Rotunda D on campus. In college he recognized the need to develop organizations to help students with disabilities on campus and community inclusion. He travels to campuses all over the U.S. There is also a panel scheduled that includes a parent -- Rich Brubakken, an employer - a Watertown company, Jeff Hayne - a student recently paralyzed in an accident, a person with a mental disability, Dan Rounds, Transitions Project, and Gary Carlson, Rehab Engineer with Dakotal.ink. The overall sponsor of the event is the SD Board of Rehabilitation. Other sponsors include the Human Resources Association, SDSU, ECMH, SD Employee Organization, Brookings Area Mental Health, Career Advantage & Advance. The Disability Committee's commitment of $500 will be handled by paying for advertisements for the event. Advertisements may include the Register, Watertown paper, Argus Leader, Town & Country Shopper, Radio, Chamber newsletter, Collegian, campus radio, and SDSU departmental mailing. Bennett requested help on the ads. Cogswell volunteered. Another idea was for Hughes to write a speak out editorial for the Argus and Register. Other Activities (see 2000 Press Kit (August handout). Members were asked to write 15 and 30 -second radio public service announcements. Jeff Hayne was suggested as the voice-over. Email psas to Dunn or Cogswell. 10. 2001 Governor's Awards. Distribution of the nomination forms was discussed. Dunn will investigate inclusion in the Chamber newsletter. A press release will be issued after the meeting. The next meeting is Oct. 16th and the recognition ceremony will be on Oct. 23rd members were asked to be prepared to develop proclamations for the nominees immediately after the meeting. Il. City Website. Dunn reported that the city is currently developing a city website. She asked the members to review the enclosed accessibility guidelines and provide input. 12 ADA Coordinator's Report. Dunn submitted the following written report: Ice Rink Plans. Dunn was asked by Chris Ernst, Banner and Associates, to review and make recommendations on the accessible group shower stall design. One primary issue was the placement of grab bars behind the fold down seat. The guidelines advise against it; however, the consensus of the Access Board is the interference of the grab bars is overshadowed by the clear benefit to transfer from a wheelchair to the seat. She was satisfied that all issues and concerns have been successfully addressed in the plan. A full set of the plans was available to view at the meeting. Brookings Advisory Committee for People who have Disabilities September 15, 2000 City ADA Compliance Review. In last month's mailing the committee was provided with a summary of issues per department. Individual reports are available for review if any Committee member wishes to see them. Ramps. Dunn received a request for technical assistance on ramp design. The individual suggested developing a grant program for emergency ramps or a technical packet for contractors. 13. Election of Officers. (Fry/Bennett) Motion was made to nominate Cogswell as Chair and Hartenhoff as Nice Chair. All present voted yes; motion carried.
