A meeting ofthe Brookings Committee for People who have Disabilities was held on

Allen Muller, Dona Kornboon\Kay Cutler, David Berte|son Amy Fry, Emily Bennett, Kurt
Cogswell, Nancy Hartenhoff, Maria Muxen, and Roger Seas. Sue Parrott was absent.

� 2001 Budget Report
City Soccer Field Site Plan. Allyn Frerichs, Park and Recreation Superintendent, prasented
the proposed site p|om for the new city 10 field soccer complex. Frerichs said the city is in
the 0no| design stages. They plan to let the contract this summer for the grading finishing this
fo|| to allow for irrigation system installation and seeding. The facility is projected to open
in 2003.
The site bprimarily flat with 2tn3foot elevation for drainage. The area between the
parking lots will be designed for storage rooms, concessions, restrooms and other amenities.
The parking lot will not bapaved ot this time.
Field Ewill bedesignated as the stadium field with more seats, lighting and possibly o
secured fence. |iwill beused usthe home field for SDSU, The west side will have 5OO
semi-permanent seats located on either a 3 foot berm for elevation or an elevated walkway.
Heprefers the berm design hoblend with existing topography. 4madditional JOOseat
bleacher would also beprovided osneeded for ototal l0OOseat capacity.
Horhsnhoffasked when the parking lot might be paved? Frerichs said itwould beafleast
five years when funding permits.
Are sidewalks tothe fields planned? There |snothing ho1hededgnyet There |so 110 foot
space between fields that could accommodate u pathway. Members of the committee
commented that it would be nice to have paved surfaces to the fields.
Frerichs said Sioux Falls hos incorporated asphalt pathways into part oftheir fields. Their
participant sign-up forms ask if they have any foni|v members or spectators with accessibility
needs and those matches are then scheduled ataccessible fields. Frerichs said it would not
be difficult to run paths through the area.
Cogswell commented that another concern would bedispersed seating hn the semi-permanent
area. The accessible seoMshou|d bedispersed with companion seating. Consideration
needs to be given to line of sight also.
— �The youth soccer program |srun through olocal association, not the Park and Recreation ��
Department. The City will own the facility.
Frerichs estimated the paths would cost between $lS0OOand $2O088.
The Committee requested onopportunity horesearch the issue, meet with the ADA
Coordinator and present orecommendation otthe May meeting. Frerichs will plan hzattend.
Subcommittee: Bertelson, Hartenhoff, Cogswell, Muxen, and Kornbaurn will meet with
the ADA Coordinator on Wednesday, April 251h at 8:00 a.m.
Ice Arena Projec Frerichs updated the Committee that due tobudget cuts, the Ice Arena
plans have been modified. One half ofthe permanent seating was eliminated and
portable, bleacher style seating will be used. The Committee asked to review the plans
with the ADA Coordinator and discuss the issue at their May meeting.

ADA Anniversary Activities (July 24th) The following projects were discussed:
0 Brookings Register orticle— Cogswell provided John Kubo| with o list oftalking points
about the ADA last year.
0 STRIDE Etiquette Workshop — STRIDE binterested hndoing something this summer onthe
project, Jeff Hayne in particular.
0 Morquees—Cotler*N| contact businesses about putting o message about the ADA on
outdoor business marquees.
0 Public Service Announcements — Cogswell will contact KBRKabout doing PSAs.
Barrier Awareness Days. Mmxensoid the event went very well. She provided olist to
the schools onbooks that already exist. Pictures taken ot the event were provided tothe
various schools. FCCLA/FomUy,Careers and Community Leaders ofAmerica) will use those
pictures ossupport for their national competition. There was owonderful foonipogearticle
{nthe newspaper. Moxwnsaid the F[CL4members did more onthe event organization this
year than last year.
Speakers in the Schools. Muxenhas arranged for Jeff Hayne tmspeak iothe classrooms
and is looking for another person. An5DSUstudent from the Stride organization was
The Friday session was very slow. Saturday and Sunday were much busier
gave the committee u free, live radio spot and also invited the committee tz participate in
the Outdoor Show the following weekend.
KBRK Outdoor Show. Aooresult ufthe Homeso*booth, K8RK invited the Committee ho
participate hmthe Outdoor Show ct the Multiplex for free. Cogswell made arrangements to
obtain the /\gmobUhvobstacle course. Over ]OOpeople went through the course.
Hortenhoffsuggested the committee think about programs and specific aids that help
disabled sportsmen access their favorite activities. Hartenhoff will check into for next year.
Disaster Services. Komboum informed the Committee of o problem that occurred as o
result ofthe Volga evacuation. Awoman with M6was evacuated and could not find o
place to stay that met her accessibility needs She finally talked the Hospital into letting her
stay there. Coordination between the hotels, nursing homes, hospital, emergency
management director and Red Cross is needed. KomboumvvU| visit with these agencies
about the problem.
Contractor Book information — Subcommittee reRort. The Committee met and decided
that there was not any new information to provide contractors that would warrant a mailing.
Instead, the subcommittee recommended sending u letter to contractors reminding them of the
book and offering tobeuresource for their projects.
City Council/City Manager Strategic Planning Process. The planning process has been
delayed until May or June.
Disability Etiqueffe Workshop. STRIDE would like toinvolved hnthis project and have
suggested onOctober date. They have established ocurriculum tuwork from and also
have videos for additional ideas. The are flexible nnthe length ofthe presentation. It
will be hands-on, role playing type ofsession. Jeff Hayne would also like to be involved
over the summer. Would the July and October performances bethe same ordifferent?
Hortenhuffso|d it will be important to be clear about the program.
Comedian. Anational organization ofcomedians with disabilities isontour this year and o
performance bscheduled hnSioux Falls this October. Nancy Schode,5DSUDisability
Services Coordinator, |sinterested |nbringing ucomedian toBrookings. The Committee
agreed tobeinvolved 10the extent resources would allow.
Summer Arts Festival. Amy Fry attended the April meeting. She reported that the SAFC
has voted onconcession stands. Cogswell asked if there had been any discussion on
accessibility being added hncontract language? Fry will ask. She said the SAF[plans io
survey festival patrons this year.

Youth Leadership Forum. Hartenhoff is involved hothis year's Youth Leadership Forum.
She recommended the Committee consider more involvement in this program in the future.
The program's purpose is to develop and empower young people with disabilities to give
them the tools to enter independent lives and learn how to advocate for themselves.
ADA Coordinator's Report.
B�Budget. The 2002 budget scheduled was distributed. The budget subcommittee uf
Cutler, Hartem6off and Cogswell will meet on Monday, May Th at 9:00 a.M,to
develop the budget and narrative.
Multiplex. Thornes noted that she observed the accessible ticket window and
concession window were closed during the Homeshmv. Committee members commented
that the windows were closed during other events. Thornes will speak with the City
Manager unthe issue.
1921 Middle School. Thornes met with Randy Brown, architect on the project last month
onvarious accessibility issues. Afull accessibility review |sonhold until the `s
intentions are known.
City Hall "/Police Department Entrance. The ckveng�ee/sofMceb o plan for
onoccesdb|eentrance foCity Hall and the Police Department. Funding for the entrance
will baproposed |nthe 2OO2city budget request. They plan iopresent oplan ot the
May meeting.
