HomeMy WebLinkAboutM2007_05_18Brookings Advisory Committee for People who Have Disabilities Meeting Minutes for May 18, 2007 Brookings City Hall Members present: Kurt Cogswell, David Bertelson, Nancy Hartenhoff-Crooks, Donna Kornbaum, David Miller, Jeff Vostad. Absent: Emily Bennett, Erin Brubakken, Lisa Sonnenburg, and Tom Schaffer, Shari Thornes, Brookings ADA Coordinator. Chairperson Cogswell called the meeting to order at 2:00 p.m. The agenda was adopted as printed. The April minutes were approved. The next meeting is scheduled for Wednesday, June 20, 2007 at 3:30 p.m. Sidewalk update. The housing development proposed for the south side of Brookings will now be required to have sidewalks. Official name of development? Report on ADA Leadership Network Conference. Discussion deferred to June meeting because Lisa and Emily were not present. Further discussion regarding Committee Name. Discussion deferred to June meeting because committee member who proposed idea was not present. ABLE Awards. Nominees for 2007 are: Lowe's and Capital Card Services. The committee will tour the two facilities during their June meeting. The recipient(s) will be recognized at the July 24 City Council meeting. ADA Anniversary (July): Chairperson Cogswell asked for other ideas to replace the ice cream social because it may have run its course. Thornes committed to check with Sioux Falls for ideas as they have a history of fairly large celebrations. Cogswell suggested the committee consider a wheelchair collection/refurbish activity, Miller echoed the importance of collecting and redistributing durable medical equipment. Miller will check with the Hope Haven organization in Volga. Hope Haven refurbishes wheelchairs for re -distribution. Thornes will contact Easter Seals re: their durable medical equipment program. If project moves forward: Kornbaum and Cogswell offered to let their phone numbers be contact numbers for donations. Miller committed to taking care of temporary storage of equipment if need be. Thornes suggested we utilize the Town and Country Shopper for advertising and announce the activity at the July 22 band concert. Thornes will contact city risk manager to check for liability concerns. An ad hoc project committee was formed consisting of Cogswell, Miller, and Vostad Thornes suggested the committee also consider doing this activity in the spring during Brookings clean-up because city crews are enlisted and college students are still readily available to call on for volunteer assistan( Safe Routes Program. This Federal program, available to the South Dakota Department of Transportation (DOT) program has the goal of putting in place sidewalks, bike paths, etc. to provide safer routes for youth to get to and from school. The Safe Routes program has $2 million dollars available for South Dakota to access. This program has been brought to the attention of the Brookings School District and the Brookings Park & Recreation department who now plan to incorporate more safe route features into the new school plan. Proieet Updates/Reviews. • Barrier Awareness Days: no report • Housing discrimination issue: No new information to report. To recap: a meeting took place between the complainant, the potential landlord, Mayor Munsterman and Cogswell (Thornes?). Cogswell reported he felt it was beneficial. • Fair Housing workshop: June 21 — Sioux Falls: planning to attend: Bertelson, Hartenhoff-Crooks, Thornes and members of the Brookings Human Rights Committee. • Emergency Preparedness Plans Subcommittee: we are still waiting for a response from the City Attorney. The City manager would like to attend one of our meetings and discuss his concerns. • Residential Facility Subcommittee update: Hartenhoff-Crooks agreed to follow-up on her commitment to obtain names of ECMH board members. • Sterling Church Site Visit: Thornes, Cogswell and State Historic Preservation representative were invited to offer suggestions for improving accessibility to this church. ADA Coordinator's Report. • 2008 City budget process: An outcome -based budgeting process will be implemented. Our budget is due in July. • City FundingApplications: The committee was provided with copies of the ordinance language. • Policies on Lifts and Automatic Door Openers: will go before the City Council on June 20. • Pioneer Park Bandshell: The bandshell is now on the Historic Registry. The issue was how to integrate accessible seating for patrons without hurting the historic integrity of the site. A mutually satisfactory solution was reached. A curved hard -surface pad will be placed in front of the stage. Directional signage will also be installed. • City Transportation Study: The Small Urban and Rural Transit Center has been contracted to conduct a transportation study. Dave Bertelson volunteered to be the committee representative on the steering committee. SURTC is the same entity that BATA contracted with to conduct and SDSU transportation study. • FYI: previous issue: The State Historic Preservation office looked at the Old City Hall ramp and said they did not feel it violated state regulation.
