Brookings Committee for People who have Disabilities
Statement of Purpose
The Committee strives to advocate for the rights of people in our community who have disabilities.
Throughout the year, specific events are held to bring awareness and information to our citizens.
Technical assistance is provided to the business community, private individuals, governmental
entities, and non-profit organizations. The goals of this service are to improve the quality of life
for people who have disabilities through enhancing the knowledge base of entities in the
community; and to further serve as a community-based advocacy group enhancing the ability of
local entities to comply with Federal Civil Rights legislation.

would ask that the minutes be typed and email to me at your earliest convenience in order for
me know what issues are pending and action is needed.

8. Local Affiliate Meeting Report (Mullers).
9 Kids on the Block Program.
Linda Greb, Prairie Freedom Center, is the local contact for this program (367-5630). The
program features life size puppets that are used to educate children about what it is to be
disabled and to be different. They have been in Brookings in the past. They charge for
mileage and request an honorarium. I inquired if we could help form a local program. She
indicated that training could be provided. They own 29 puppets at a cost of $700 each.
They have never loaned them out before. A booklet with the skits is $200. They would be
willing to come up and meet with group. They may be willing to sell some puppets. Several
have never been used. They have different puppets for different issues (drugs, cerebral
palsy, blind, deaf, cancer, teenage pregnancy). If the Committee is interested in providing
the Kids on the Block program to area children, my recommendation is to coordinate with the
Sioux Falls program rather than making any purchases yourself.
10. Materials Dissemination (Public Service Announcements).
I receive numerous articles and newsletters on a monthly basis. Kurt is going to address how to
get more information out to the appropriate people/agencies.
11. Geri Jewell – Potential Workshop Speaker.
I received information from a City Hall employee who heard Geri Jewell speak at a
conference in Aberdeen. She was wonderful! I checked with her booking agent, Damon
Brooks Associates, and she costs $3,000 plus airfare. Once onsite, she is very flexible about
doing whatever an organization wants her to do. Nancy Schade spoke to the Committee
earlier this year about booking a comedian in October. He is from the same firm. I was
particularly interested in Jewell because she appears to be more versatile. She would be
appropriate for secondary level school system kids, available for staff development training
at businesses or school faculty and she is funny. The booking agent suggested working with 2
or 3 other schools together to split costs (Augustana, Sioux Falls University, SDSU). Just a
thought that I wanted to pass on to you.

Facilitated a successful program accommodation request for a Safety Town participant.
Provided signage and parking requirements to Mills Construction on the new Rudes
Funeral Home project.
Plans are proceeding to proposal an accessible entrance to City Hall/Police Department
in the 2002 budget proposal.

5. Announcements REMINDER to turn your “ Volunteer Hour Forms” to me for my monthly
reporting obligations to the local affiliate and city manager.
7. Status and follow-up reports: These are all carry-over items from the November meeting.
8. Letter of Support Request from Advance for Accessible Group Home. See enclosed letter
from ADVANCE. This is an action item.
9. National Disability Employment Awareness Month – “Ability You Can Bank On
Co-sponsored Speaker. Last month the members voted to co-sponsor a speaker with the
Brookings office of S.D. Vocational Rehabilitation during October as part of Disability
Awareness Month activities. Expenses will probably be approximately $2000-2500 with
additional publicity expenses. This event will fulfill part of the committee’s responsibility as a
local affiliate to organize programs for the public.
Other Activities. The committee has celebrated October as National Disability Employment
Awareness month with numerous activities in the past. The following is a list of activities that
brought increased awareness to the needs and challenges faced by people with disabilities:
1. Press Releases and Public Service Announcements are broadcast on local radio
stations.
2. Interviews on two local radio stations. The interviews informed the public about
employment issues and opportunities for people with disabilities. Participating
organizations include the Brookings Public Schools, HyVee, and Brookings Advisory
Committee for People who have Disabilities
4. Table Tents
5. Feature articles
6. Paid educational advertisements
7. Nomination forms for city recognition and for the Governor's Awards are distributed
throughout the community (next agenda item)
10. 2001 Governor’s Awards See enclosed schedule, press release and nomination form.
11. City Website. The City is currently working on a website of all city department that we
hope will be up and running yet this year. Enclosed are example website access instructions
for users with disabilities. I am anxious to gain your input on this issue. Thank you.
13. Election of Officers. Please be prepared to nominate your chair and vice chair positions.
Yes, Kurt can be chairman again.
8. ABLE Awards for Accessibility (Ability Belief Leadership Equality to Achieve
Access for All)As of the date of this mailing I have not received any
nominations for the award. Please call me prior to the meeting if you have a
business or organization you want to nominate.
9. Budget Subcommittee Report.
A. Mission Statement – The subcommittee has proposed the following, “The
Mayor’s Advisory Committee for People with Disabilities is committed to
advocate for the rights of people who have disabilities and to provide
community-based education in the removal of mobility and attitudinal
barriers.”
B. Discuss Name Change – Name change suggestions from the subcommittee:
“The Brookings Committee for People who have Disabilities”
“The Advisory Committee for People who have Disabilities”
C. Budget Narrative Format -- Information will be distributed at the meeting on
this topic.
D. Volunteer Hours – The committee feels the number of volunteer hours donated
by committee members is important information to be included in future
budget narratives. Enclosed is a draft form to review at the meeting.
10. ADA Coordinator’s Report.

This is the 10 Anniversary of the signing of the ADA into law. Need to
brainstorm on ideas for activities. I checked with the ADA Technical Assistance
Center and the President’s Committee for a media kit and neither one had
anything. Ideas:

Press Releases on positive changes in the last 10 years
Initiative 2000 – Disability Celebration -- Torch Run
11.Wheelchair Clinic 2000 participation. I spoke with Linda Anderson, Easter Seals
(800-592-1852)landerson@sd.easter-seals.org on April 12th and she reported
the following: They have decided to do the next wheelchair clinic in conjunction
with a medical equipment drive when SDSU students in school. They would not be
ready this spring. The next step is to form a committee and the first meeting will
be May.There is a new program called "Recycle for Life" they have received
funding for. Medical equipment donations are refurbished at a special shop in
the Springfield Prison and redistributed to people (not directly, through
organizations).The committee in May would be called the "Recycle for Life
Advisory Committee for Brookings" to help in this process. Easter Seals will be
networking with 12 communities in South Dakota. They look at community needs
and assess priorities for medical equipment in that area. They received
pledges from Mersco Medical again this year but June doesn’t work for them.The
event will be sometime in the fall (September).See the enclosed email for
additional information.
