HomeMy WebLinkAboutBOAMinutes_2018_08_02Board of Adjustment Brookings, South Dakota August 2, 2018 OFFICIAL MINUTES Chairperson George Houtman called the Board of Adjustment meeting to order on Thursday, August 2, 2018, at 5:00 PM in the Chambers Room of the City & County Government Center. Members present were Teresa Binkley, Dustin Edmison, Nick Schmeichel, Jeremy Scott, and Houtman. Absent was Justin Borns. Others present were Community Development Director Mike Struck, City Planner Staci Bungard, and Tom and Kathy Staniszewski. Item #2 — (Binkley/Edmison) Motion to approve the agenda with the removal of item #4a. All present voted aye. MOTION CARRIED. Item #3 — (Binkley/Scott) Motion to approve the July 19, 2018 minutes. All present voted aye. MOTION CARRIED. Item #4b — Tom & Kathy Staniszewski made a request for a variance on Lot 4, Block 1, Sieler Addition, also known as 518 Cardinal Drive Circle. The request is to build a garage addition 2 feet from the side property line. The required setback in the R-2 District is 7 feet. (Scott/Edmison) Motion to approve the variance request. (Houtman/Schmeichel) Motion to table the request to the August 16th meeting. All present voted aye. MOTION CARRIED. Members present were Teresa Binkley, Dustin Edmison, Nick Schmeichel, Jeremy Scott, and Houtman. Absent was Justin Borns. Others present were Community Development Director Mike Struck, City Planner Staci Bungard, and Tom and Kathy Staniszewski. Item #4b — Mrs. Staniszewski explained to the board that they purchased their house a year ago and they didn't realize how small the garage was. They cannot fit their two vehicles into the garage. Due to health issues of hers, it is not safe for her to park outside in the winter months. A larger garage would allow her to park inside. Houtman asked if they could stagger the garage and build it back further to get them to a 5 foot setback. Mr. Staniszewski stated that he didn't think this would work because it would cover their kitchen window. Binkley asked if a cement slab to park on outside would be beneficial? Mrs. Staniszewski stated that this isn't an improved situation for them. Mr. Staniszewski wondered if the board would be in favor of a 4' variance and a smaller garage. Houtman indicated that he would like to see that the addition be at a 5 foot setback, at least. Struck pointed out that the property line measurement on the title insurance drawing is at an angle. He suggested that the applicants consider having their property surveyed again to determine the exact side yard setback.
