HomeMy WebLinkAboutBACMinutes_2019_06_20 Brookings Bicycling Advisory Committee Date: June 20, 2019 Present: Committee members: Emily, Jennifer, Mike, Eric, Keith, Joanie, Eric Park & Rec Board Liaison: Steve Berseth City staff: Dusty Rodiek, Darren Hof, Jackie Lanning, and Ronda May Paul Briseno joined at 4:19 PM Absent: Caleb, Brittany, Steve Call to Order: Mike called the meeting to order at 4:02 PM. Adoption of Agenda: Motion by Jennifer; 2nd by Emily. Carried Introduction of Dusty Rodiek, new Parks, Rec & Forestry Discussion regarding 2019 Goals & Recommendations Mike asked if anything was started with Shari T? Emily didn’t think so. Mike wondered if we have anything to work from? Jennifer suggested moving forward from this time forth and start now with a 1.5 year plan. Mike’s concerned about connectivity on the N end of the plan. Mike said we can combine agenda items #4 & 5 into one item. Goal #1: Website – Jackie thought new site would be running this year yet through CivicPlus. Jennifer suggested going through the Master Plan with the education pieces. Ronda brought up the Master Plan on the display and committee looked at it. Emily would like to see us earn Silver Status. Darren mentioned about businesses. Eric suggested having a smaller group go through the Plan and then bring back to this large group. Everyone can read the Plan via the website, send recommendations to Mike, and he’ll compile them & bring to next meeting. Define to suggest top 5 goals for the next 18 months based on the Master Plan that we’re responsible for of this committee. Discussion regarding 2019 Public Education Program – discussed in above agenda item. Updates/Reports: A. Status on VeoRide – SDSU/Community Bike Share Program: Mike said no status, it is gone. VeoRide pulled the plug as they claimed the geofencing was a problem in our area. The rep disappeared that we were working with so we’re back to square one. Dusty asked what this was – an app which helped to control bike pollution. Bike quality itself was pretty good – they were designing bikes in SDSU colors, etc. Emily asked if any other available options? Jennifer said from campus perspective looking for other companies to come to us but wondering if could be a joint contact between SDSU and City? Paul thought it could be but not sure. Derrick (sp?) Peterson with SDSU was also involved from the SDSU side. B. Staff Updates 1) Cyclo-Cross Bike Race: Darren gave update on this. Waiting on the map that they’d like to use at Pioneer Park. Joanie asked what is this race? Darren explained with input from Eric. For adults or anyone? Different age brackets. John Berry from Spoke n Sport came to us asking if we would approve of this race. He wanted to do this with hog roast with PD but not sure when that’s happening. Darren’s called John a couple of times but not able to connect – might have to go to Spoke n Sport. Emily thought it will be a good thing for Brookings and our biking committee. Ronda looked and race is Aug 24-25th which is also SDSU move in weekend. Emily said possibly Brookings Bonanza in conjunction with the race. 2) Senate Bill 187: Darren said this recognizes electric bikes, and he also sent to PD Chief Dave Erickson. Mike wondered if we can ban electric scooters from Campus? This is only bikes. 3) Website domain names secured – Darren found that we had 6 domain names but they’ve expired. We don’t have anything now as we don’t have a website. Mike thought City rebuilding website so Emily suggested that we use the new City’s website and have more ways to connect. Mike thought domain name was hard to search. Mike wondered if transportation will always be in Engineering? Jackie thought could incorporate something. Showed Dusty the BAC current page under the City. 4) Status of current 2019 projects by Jackie Lanning, Brookings City Eng ineer: Jackie asked Ronda bring up the 2040 Bikeway Network. Paving & striping to 11’ wide on 8th St S. To west of this, widen curve ramps on north side of 8th St S for future shared-use path. Next year from Med Ave to the west will repave that area along with 5’ wide stripe bike paths. Trying to get 8th St S prepared. 8th St S and Med programmed for new traffic signal w/recommendation with ramps and bicycle push buttons. To go along with 22nd Ave, 8’ path on west side of 22nd Ave by hospital and crosses over. Another start is 20th St S west of Main Ave – installing 8’ shared-use concrete path and build east side of 20th near Western Ave. Will be really nice improvement for Esther Heights and Valley View. People can ride along sidewalk on Main Ave and then go west to the developments and Dakota Prairie. 5) Mike wondering if anything new on north side? Jackie said looking for grants. Mike thinks what the plan looks like and what needs to get done. By PAC, community gardens, etc. Mike’s getting questions on a bike path and his answer is different between bike & recreational paths for the Trail Route. Jackie said nothing’s set so it can be discussed. Eric asked if we can start getting easements? By the PAC, south side sidewalk by Univ Blvd is getting discussed. Maybe shared use around baseball field? Anything that could deviate from the plan is that area. Someone owes right along the Six Mile Creek that is interested in helping us, and Eric could get an easement pretty quickly for us. There was discussion about easement on W wide of fence. Jennifer said we need to have continuous bike loop. 11th St to Med to bike path on campus by Univ Ln. Mike said this is very different than this recreational plan. Paul asked if we could have side discussions on the easements? Yes. Eric said we can’t get away by bypass as on univ ersity land. Little path that goes along lake is nice but thought it was driven to bring down to Med Ave. There is a corridor along Med Ave Jackie said that’s different than Rec Trail. Shared use is for multiple things, not just bike. Announcements / Correspondence / Calendar: Do we want to meet in July? Would be July 18th. Decided to not meet in July but let’s keep Aug 15th as next meeting date. Assignment: please get recommendations of goals by July 18th to Mike.
