Brookings Bicycling Advisory Committee
June 20, 2018 Minutes (unapproved)
A meeting of the Bicycle Advisory Committee was held on Wednesday, June 20, 2018 at 4:00 pm at
Brookings City & County Government Center with the following members present: Chair Mike Lockrem,
Vice-Chair Joanie Holm, Caleb Evenson, Brittany Kleinsasser, Jennifer McLaughlin, Emily Braun and
Liaison Steve Berseth. Members absent: Eric Rasmussen, Steve Paula and Keith Schram. Guests included
Park & Recreation Director Dan Brettschneider, Recreation Manager Darren Hoff, City Engineer Jackie
Lanning, City Clerk Shari Thornes and Communications Specialist Laurie Carruthers.
Lockrem called the meeting to order at 4:04 p.m.
A motion was made by McLaughlin, seconded by Lockrem, to approve the agenda. All present voted yes;
motion carried. A motion was made by McLaughlin, seconded by Braun, to approve the March 28, 2018
Minutes. All present voted yes; motion carried.
Updates/Reports.
A. Mayor’s Ride, Walk & Roll – August 25
Braun advised the Mayor’s Ride, Walk & Roll is being combined this year with a one day
festival to celebrate Brookings. It will start at the Farmer’s Market and bike rides and
historic district walking tours will leave from there. A farm to table brunch is being
planned with possible sponsors from BMU & Brookings Health System. This will be an
opportunity for Earth Day Take Two and a composting bin will be given away. The BBAC
will need to be involved to assist with the event including the bike ride, informational
booth at Farmer’s Market and the Pig Roast.
B. Bike Share Program
Thornes advised that city representatives met with SDSU get an overview of the
VeoRide Bike program. The City Manager is supportive and inquired about the
committee’s involvement. The City liked the approach of pilot project and all parties
review after one year. A full time manager will be hired from SDSU. There is no cost to
SDSU or the city. SDSU is currently brainstorming locations within community and the
city sites need to be identified. Geofencing will be available for specific events, but
otherwise will be set for specific locations and not changed randomly. Lockrem advised
that SDSU is inquiring about the City’s snow route/removal/maintenance plan for the
trails/paths.
C. Bicycle Education Campaign
Braun advised the Bicycle Education Strategy is progressing and she is posting videos
and projects on the BBAC Facebook page. She asked members to engage with the page,
share posts, and send suggested content to Braun. She has dealt with negative feedback
constructively in the past and asked for suggestions from the BBAC how to handle these
posts. A question was asked about creating an Instagram account. Braun advised that
Facebook is number one platform and currently reaches more users.
D. Request from Traffic Safety Committee
On 4/18/18: John Howard, Chair of the Traffic Safety Committee, asked for Chair
Lockrem or a committee representative brief their committee at a mutually date
convenient to brief us on their committee initiatives related to safety in the community.
He believes safety is a common thread in both committees. Discussion how their
committee can help BBAC. How can Traffic Safety be proactive? Helpful to have
representative from PD at Traffic Safety Committee meetings. Meets second Thursday
of each month at 12:10 pm.
o Evenson and McLaughlin volunteered to assist and present at a Traffic Safety
Committee Meeting. Need to schedule a date and develop content.

E. Status of past and current projects
Lanning advised bicycle improvements that were made in 2017:
o Project #5D: 5th Street S & Medary Avenue S: Installed new widened ramps on
the south side of the intersection for a future shared use path connecting
Medary Elementary School and the Brookings High School
o Project #17A – Median Term - 2nd Street S & Main Avenue S: Installed new
traffic signal with an extended gutter pan
o Project #17B – Short Term – 2nd Street S & Main Avenue S: Installed curbside
bicycle push button pedestals
o Project #24 A, C & E: 22nd Avenue Corridor Study (Highway 14 Bypass to 20th
Street South): lane widening plan to include new 8’ wide concrete shared use
path along 22nd Avenue
o Project #25B: 20th Street South between Medary Avenue S and 22nd Avenue S:
Installed new widened curb ramps on the south side of 20th Street South for a
future shared use path
o Project #26: Grant Application: The City applied for a TAP Grant (SD
Transportation’s Alternative Grant) a new shared use path to connect the
eastside hotels to the Allyn Frerichs Trail, which was not awarded to the City of
Brookings.
Lanning advised bicycle improvements that are planned for 2018:
Maintenance: Asphalt Overlay on Bike Trail along 22nd Avenue and the south side of
the 3M property, Larson Park, and the west side of Medary Avenue north of 20th
Street South to Main Avenue South
Project 3A: 3rd Avenue between Harvey Dunn and 11th Street: Install bicycle
boulevard
Project #18B: 8th Street South between Medary Avenue S and 22nd Avenue S: Install
new widened curb ramps on the north side for a future shared use path
Project #24C: 22nd Avenue between Minnesota Drive and Eastbrook Drive: design
for road widening including 8’ wide concrete shared use path along 22nd Avenue
Project #25A: 20th Street South between Cumberland Court to Main Avenue S:
Design of new 8’ wide shared use path on the south side of 20th Street South
Project #25C: 20th Street South between Medary Avenue S and 22nd Avenue S:
Install new widened curb ramps on the south side of 20th Street South for a future
shared use path
Project #32: Trail Loop: Design of the trail loop in the northwestern area of
Brookings
F. Bicycle projects in the City’s 5 year Capital Improvement Plan
Lanning advised bicycle improvements planned for 2019:
Project #18B: 8th Street South between Medary Avenue S and 22nd Avenue S:
Asphalt overlay with new 5’ wide striped bike lane and 11’ driving lanes
Project #18B: 8th Street South between Main Avenue S and Medary Avenue S:
Install new widened curb ramps on the north side for a future shared use
path
Project #24C: 22nd Avenue between Minnesota Drive and Eastbrook Drive:
Street reconstruction including 8’ wide concrete shared use path along 22nd
Avenue
Project #25A: 20th Street South between Cumberland Court to Main Avenue S:
Install new 8’ wide shared use path on the south side of 20th Street South
Announcements/Correspondence/Calendar.
Thornes advised the process of budgeting for 2019 and the BBAC is on track for 2018. The
City Council discussing a strategic plan, direction to the new City Manager and the Bike
Master Plan. New City Manager Paul Briseno started on June 11. Jeff Weldon’s Retirement
Party is tomorrow night at the Swiftel Center from 5-8pm.
Middle School addition remodel – Brettschneider advised the school district is adding
additional administration space. Construction will begin this fall behind the school on 17th
Avenue S at the gravel parking lot. The softball field will be pushed north and the
recreational trail will be rerouted.
The Bike Rodeo had record attendance this year and the Fix-it station will be installed this
week.
Motion was made by Evenson, seconded by Braun to adjourn the meeting at 4:59 p.m. All present voted
yes; motion carried.
