Brookings Bicycling Advisory Committee
September 20, 2017 Minutes
A meeting of the Bicycle Advisory Committee was held on Wednesday, September 20, 2017 at 4:00 pm
at Brookings City & County Government Center with the following members present: Chair Mike
Lockrem, Keith Schram, Joanie Holm, Caleb Evenson, Jennifer McLaughlin, Emily Braun, Eric Rasmussen
and Liaison Steve Berseth. Members Absent: Brittany Kleinsasser and Steve Paula. Guests included
Acting Police Chief Dave Erickson, City Engineer Jackie Lanning, City Clerk Shari Thornes and
Communications Specialist Laurie Carruthers.
McLaughlin called the meeting to order at 4:11 p.m.
A motion was made by Rasmussen, seconded by Evenson, to approve the amended agenda. All present
voted yes; motion carried. A motion was made by Evenson, seconded by Braun, to approve the July 26,
2017 Minutes. All present voted yes; motion carried.
2017 Mayor’s Ride Evaluation and Planning for 2018. Thornes provided an overview and advised there
was great coverage from Brookings Register. However, there were a few hiccups with the out of order
presentation and walkers were separated and unsure which route to follow. Additionally, there was a
breakdown on the trail and missing riders.
Holm arrived at 4:18 pm.
Thornes asked for ideas how to grow the event. Possibilities include partnering with other
organizations/events (PTA, Ministerial Association, Boys & Girls Club), changing the name to Brookings
Ride, Rock N’ Roll Ride (including people with disabilities), promoting family-friendly with ride leaders
and crossing guards, new route – Farmer’s Market or Kite & Bike Festival, different time of day/week.
After much discussion, the BBAC agreed to ask the Kite & Bike Festival organizers about partnering with
their event and have it at 11:00 am on the Saturday of the Festival. Thornes will check with Lynn
Verschoor.
Lockrem arrived at 4:20 pm.
Action authorizing the Chair to submit a letter of support for the City of Brookings SD TAP grant
application. Thornes advised the City is proposing to construct an 8’ wide concrete shared use path on
the west and north sides of LeFevre Drive and a 5’ wide concrete sidewalk on the south side of the
LeFevre Drive cul-de-sac. The project is an immediate priority in the recently adopted Bicycle Master
Plan (website link: http://cityofbrookings.org/DocumentCenter/View/3965). The shared use path will
connect employees, hotel visitors, pedestrians and bicyclists from a high-density commercial area with
the Allyn Frerichs Bike Trail. The shared use path will facilitate a safer pedestrian and bicycle access to
the Swiftel Center and numerous locations.
A motion was made by McLaughlin, seconded by Evenson, to send a letter of support for the SD TAP
grant application signed by the Chair on behalf of the Brookings Bicycle Advisory Committee. All present
voted yes; motion carried.
Discussion regarding bicycle education campaign. Thornes reported the Sustainability Council has an
intern who is available for bicycle projects related to sustainability. Thornes also advised that the public
education campaign should have an aspect of law enforcement training.
SDSU Bicycle Committee Report. McLaughlin reported the Bicycle Committee is reviewing a draft policy
and bicycle parking regulations. They recently conducted a bike count on campus over 43 sidewalks and
counted 1,000 bikes in 3 hours. Skateboards and scooters were present as well. Four more bike counts
will be conducted on the following days: October 4 & 5 and November 8 & 9 from 8:30-9:15 am, 12-1
pm. Volunteers are welcome to assist. Bluesteam Bicycles is hosting a Bike Olympics on campus on
Saturday, September 30 on the west side of the Student Union.

1) Lockrem, Braun, Lopez-Murphy and Carruthers are presenting on how to implement a plan in a
small community.
J. Speaking request from SD Engineering Society – Eastern SD – 30-50 engineers in attendance – speak
on the bike master plan. Represent the Dubuque presentation on 10/10 or 11/14.
K. Other
1) Meeting with Acting Police Chief to review action plan
