HomeMy WebLinkAboutAirMinutes_2019_03_21Brookings Regional Airport Board Brookings, SD 57006 March 21, 2019 The Brookings Airport Board was called to order by Brian VanLiere on Thursday, March 21, 2019 at 3:30 PM in Conference Room #241 located on the second floor of the City & County Government Center at 520 3rd Street. Members present were Ory Smidt, Judy McLaughlin, and VanLiere. Baker and Riedesel were absent. Also present were Airport Manager Matthew Sommerfeld, City Engineer Jackie Lanning, Sam Bjornestad - SDSU, Brady Klocker - SDSU, Mike Schmidt - Helms, Paul Hanusa - FBO, and others. Item #2 - (Smidt/McLaughlin) Motion to approve the agenda with the addition of item # 5b. - Helm's Update and item # 6b. - Wilde Aerial Application. All present voted aye. MOTION CARRIED. Item #3 - (McLaughlin/Smidt) Motion to approve the February 21, 2019 minutes. All present voted aye. MOTION CARRIED. Item #4 - The next meeting is scheduled for Thursday, April 25th, 2019 at 3:30pm in the City & County Government Center at 520 3rd Street. Item #5a - Winter Operations - Sommerfeld reported that they are having some complications with the snow equipment. They are hoping to work on this equipment this Spring and Summer. There were some recent drainage issues due to the snow melt. Staff located the storm drains and cleaned the area to allow the water to flow and drain. Lanning asked Schmidt if he knew if the water from the hangar area drained to the storm sewer under the apron? Schmidt didn't think so. Schmidt suggested that getting the drains jetted this Spring or Summer may be a good idea. They could be clogged with construction debris. Klocker stated that the staff did a great job with winter operations, SDSU appreciates the efforts of the staff. Item #5b - Helms Update - Mike Schmidt updated the board on the upcoming projects. The Sanitary Sewer project was bid this last week and Meyer Services Inc was the low bidder. The deadline for this project is June 15th and this should be a quick project with no closures of the airport. Plans and Specs have been submitted to the FAA for the Apron Project. They are hopeful that May or June a bid letting can be held with the construction being in 2020. Temporary tie downs will be installed this Fall. A potential hangar proposal has been designed for SDSU which would give students and SDSU staff the ability to park outside the airfield. The FAA is trying to get some grant funds available to build this hangar. Schmidt stated that there will be more discussion held at the Airports Conference next week. Schmidt explained that the City could front-end the costs and the submit for reimbursement after the hangar is built and the grant funds are available. Item #6a - FAA Inspection - Sommerfeld reported that the FAA inspectors will be here April 17th thru the 19th. He is only concerned about the painting on Runway 12/30 and he is concerned that the inspectors will require this to be completed ASAP. The painting of 12/30 is scheduled for 2021. Item #6b - Wilde Aerial Application - Isaac has submitted all proper documentation for 2019. Sommerfeld is recommending that the board approve this application but to waive the $250.00 annual fee that is required to operate out of the Brookings Regional Airport. Isaac provide chemicals to the airport, free of charge, and therefore he feels this would be fair. (McLaughlin/Smidt) Motion to approve the Wilde Aerial Application and waive the annual fee. All present voted aye. MOTION CARRIED. Items #7 Airport Manager's Report - The GCO antennas was temporarily moved to the other side of the terminal, but it didn't resolve the issue. Staff moved the antenna back and will need to move it off of the terminal completely. The ARFF building is a possibility for the relocation. There have been some recent parking issues at the airport, around the FBO, and Sommerfeld feels that this is going to be an ongoing issue. So a future project will need to be improved parking. A security system and cameras will be replaced this year. The Airports Conference is being held next week in Watertown. Dahl, Sommerfeld, McLaughlin, Smidt and VanLiere plan to attend.
