HomeMy WebLinkAboutResolution 55-1991 • . � • RESOLUTION NO. 55-91 AMENDING PERSONNEL POLICY WHEREAS a comprehensive personnel policy governing the organizational and operational affairs of the City of Brookings employees has been adopted by the Brookings City Commission. WHEREAS the Commission finds that amendments to certain policies as set forth in said statement should be made. NOW, THEREFORE, BE IT RESOLVED by the Brookings City Commission that the personnel policy be amended as follows: ARTICLE VIII EMPLOYEE BENEFITS - Section C 4. Storm Policy - Prior to the occurrence of inclement weather, Department Heads will identify those positions and employees that are essential to carry on the City operations and who must be present at work during a storm. Those employees will be required to report for work via their own means of transportation or City provided transportation. Employees who are not identified as being essential to carry on operations shall have the option of "working or not working" . Those that work must utilize their own means of transportation. Employees who choose not to work or are unable to work their regular scheduled shift due to inclement weather will have to utilize vacation leave or leave of absence without pay. Employees whose absence is four hours or less will have the option of making up the time not worked. Due to work load or such other conditions as may warrant, Department Heads may identify additional employees who were not initially identified as an essential employee. Department Heads may use discretion in calling in additional employees and such employees will be provided transportation and will be compensated at their regular rate of pay. NOW, THEREFORE, BE IT RESOLVED by the Brookings City Commission that the personnel policy be amended as follows: ARTICLE VIII Employee Benefits - Section 5 7. Volunteer Fire Department - Members of the Brookings Volunteer Fire Department who are attending training programs or schools in other cities that require more than four hours of time from their regular employment shall be r , reimbursed for meals, lodging, and registration costs as follows: Meals: Same rate as allowed for all City employees. Lodging: Upon presentation of receipt for lodging. The fireman is expected to make reservations at such locations to secure a moderate rate and in case another party, not a volunteer fireman, joins the fireman on the trip and shares a room, the City will reimburse the normal single rate. Each fireman will be paid a per diem allowance of $50. 00 per day, $25. 00 per half day for attending training programs both in the City of Brookings and in other cities. This per diem includes any transportation cost incurred by the fireman. All expenses are to be presented on expense vouchers furnished by the Fire Chief. Any changes in this policy must be recommended by the Fire Chief and approved by the City Commissioner in charge of the Fire Department. NOW, THEREFORE, BE IT RESOLVED by the Brookings City Commission that the personnel policy be amended as follows: ARTICLE VII WAGE AND SALARY ADMINISTRATION - Section B-1d Transmittal Sheet for POSITION EVALUATION QUESTIONNAIRE Please fill in information and/or place an initial in the following blanks: The Commissioner in charge of my department and I have reviewed the attached Questionnaire and concur that substantial changes have occurred to the position of since it was last evaluated: I have reviewed the responses made on the Questionnaire and find them to be an accurate description of the job content of position now occupied by the incumbent: ; or, After review of the responses, I find that the chanqes shown on the Questionnaire itself, or contained in the attachment, better describes the content of the job: The Commissioner in charge of my department has also reviewed the responses, including any changes I have made. Safetv 1. Safety Statement The City of Brookings Will attempt to provide the safest possible working conditions for its employees. 2 . Policy Statement All City Department Heads shall be responsible for maintaining and supporting the following Policy Statement for the Safety Committee as it applies to their department. POLICY STATEMENT City of Brookings - Safety Committee The City of Brookings is exposed to various risks which may be insured, pooled, or retained. We may also control these risks through loss control. I. Purpose The objective of our Safety Committee is to promote the health and welfare of City employees, and to preserve the assets and revenues of the City of Brookings. � . . � .. • � � � II. Membership of the Safety Committee Membership will consist of 8 members - one member from each of the following Departments: Engineering/Health, Fire, Police, Library, Street, Park/Recreation, Utilities and Finance Office. III. Duties of the Safety Committee a. The Safety Committee members will conduct periodic safety inspections of their respective Departments to ensure that safety rules and regulations are being complied with. b. The Safety Committee will investigate work injury and liability accidents and prepare reports concerning them. The Safety Committee will make recommendations concerning the prevention of future accidents. c. The Safety Committee will help advise as to any special safety workshops they feel need to be offered to the employees. All City employees are expected to conduct themselves and handle equipment in such a manner as to avoid accidents. City employees are also responsible for observing all City and Department safety rules, and are to report unsafe working conditions or equipment to their Department Head or City Commission. 3 . Seat Belts The City of Brookings requires the use of seat belts in the front seat of all licensed city vehicles and/or equipment with seat belts and/or harness.
