Whereas, the City of Brookinqs recognizes the need to determine
and utilize the best methods of solid waste disposal.
Therefore, let it be resolved that the Brookings Solid Waste
Committee be established for the followinq functions;
l. To provide public education for the need of all phases of an
integrated solid waste management system.
2. To establish a comprehensive realistic solid waste plan for
Brookings.
3. To develop a financial policy that would be used for raising
� the funds required to build and operate an integrated solid
waste program.
4. To develop and promote pilot programs for recycling and
collecting of household hazardous waste and reducinq solid
waste.
Let it be further resolved that the Brookings Solid Waste
Committee shall consist of nine members representinq industry, private
business, private citizens, county qovernment and the environment.
Members shall be appointed by the Mayor and approved by the City
Commission to serve for a period of three (3) years. Two (2) of the
committee members may reside outside the corporate limits of the City
of Brookings, but within Brookings County. A member of the City
Commission shall•be appointed as Ex-officio to the committee. The
Deputy Health Officer shall serve as city staff liaison to the
committee.
The Committee shall annually elect, from its own membership, a
chairperson and vice chairperson.
The Committee shall meet at such times and places as may be
� determined by said committee. Those members in attendance shall
constitute a quorum for the conduct of business.
The Committee shall keep minutes of its meeting and submit
recommendations to the City Commission.
The Committee will be funded for purposes of travel, conference,
purchase of literature, or other items the committee deems
appropriate. Funding request will be reviewed annually, by the City
Commission, as part of the solid waste disposal budget.
Now, therefore, let it be declared that a Brool�ings Solid Waste
Committee has been created.
