WHEREAS, on the 9th day of April 1991, there was held in the City
of Brookings, South Dakota, an election for the ,purpose of electing
two City Commissioners for a term of three years and adopting or
rejecting Initiated Ordinance No. 3-91, and
WHEREAS, the judges and clerks of said election have returned to
the City Commission of the City of Brookings the official results for
the purpose of the official canvass; and
WHEREAS, the Board of Commissioners on April 16, 1991 has
canvassed the results for the purpose of determining who are the
elected officials, or who will be in the run-off election, and if
Initiated Ordinance No. 3-91 should be approved;
NOW, THEREFORE, BE IT HEREBY RESOLVED By the City Commission of
the City of Brookings, South Dakota, that the official vote at the
annual City Election held April 9, 1991 was as follows:

BE IT FURTHER RESOLVED That it appears that no candidate received
a majority of all votes cast, and that a secondary election is
necessary, as provided by laws of the State of South Dakota, and that
the four candidates receiving the highest number of votes were Michael
Oster, Debbie O. Pederson, Carey L. Bretsch and Phillip E. Plumart,
and that said secondary election be held on April 23, 1991, and that
the City Finance Officer be authorized and directed to make
arrangements to hold such election in the same polling places and with
the same election officials, all in accordance with SDCL 9-13-27.
BE IT FURTHER RESOLVED That Initiated Ordinance No. 3-91 did not
receive the required number of votes for approval, and therefore the
sale and consumption on Sunday, between the hours of 1:00 o'clock P.M.
to 12: 00 o'clock midnight, of alcoholic beverages on the premises of
on-sale licensees who also have a valid permit from the City of
Brookings to operate a restaurant did not pass.
Passed and approved this 16th day of April, 1991.
