RESOLUTION NO. 6-91
AMENDING THE 1991 OFFICIAL SALARY SCHEDULE
BY ADDING THE POSITIONS OF ENGINEERING TECHNICIAN I AND SANITARIAN
WHEREAS, the Brookings City Commission, in the 1991 budget,
provided for the addition of a full-time employee, Engineering
Technician I, to the City Engineer's Office and a full-time employee,
Sanitarian, to the Health Department
AND WHEREAS, a job description for each position has been written
by the Department Head and approved by the Commissioner-in-Charge
AND WHEREAS, an evaluation of each job description has been made
by the Consultant to the City on such matters,
NOW, THEREFORE, BE IT RESOLVED that the following positions be
added to the OCCUPATIONAL LIST OF CLASS TITLES:

ENGINEERING TECHNICIAN I
GENERAL STATEMENT OF DUTIES
Under general supervision of the City Engineer, performs technical and
inspection work of a basic engineering and drafting nature. Assists in
all phases of construction inspection, surveying, drafting and
application of building codes.
TYPICAL DUTIES AND RESPONSIBILITIES
l. Under general supervision draws plans for small scale
public facilities, streets, storm sewers, curb and gutter,
sidewalks, and city projects of a similar nature using
conventional and computer assisted drafting methods.
2 . Inspects all phases of construction work for proper grading,
aggregates, form and fill, sub-grade compaction, workmanship,
and related quality factors.
3 . Participates in all aspects of field survey work.
4. Under general supervision of the Building Inspector, assists
in all phases of building construction inspection including
blueprints, plumbing, foundations and framing and building
permit writing.
5. Updates maps including AutoCad maps which are maintained and
filed at the office of the City Engineer.
6. Performs such other related duties as may be required.
MINIMUM QUALIFICATIONS
1. Education: Graduation from high school with training from a
Vocational Technical School in the fields of construction
surveying and drafting or acceptable experience in surveying,
drafting, AutoCad drafting and construction inspection.
2 . Knowledge, abilities, skills: Knowledge of inethods,
materials and instruments used in drafting and surveying.
Knowledge of design and preparation of plans for public works
projects. Ability to collect field data. Ability to reduce
field notes and do design work. Considerable skill in the use
of drafting instruments including computer experience with
AutoCad. Ability to establish and maintain an effective working
relationship with co-workers and the public.

EXAMINATION, TESTING AND CERTIFICATION
1. Successful competition in written tests and/or oral
interviews.
2 . Possession of a valid driver's license.
TYPICAL PERFORMANCE REQUIREMENTS - Factors Used in Performance Ratings
1. Knowledge of construction methods, materials and equipment
related to public and non-public construction.
2 . Knowledge and demonstrated ability in drafting.
3 . Ability to establish a working relationship with contractors
and other private parties.
4. Effective communications.
5. Knowledge of field equipment, computers and drafting
systems.
6. Ability to read plans, specifications and blueprints.

SUBJECT: Position Evaluation--Engineering Technician I
Dear Mr . Jongeling:
The review of the data you submitted relative to the
newly authorized position of Engineering Technician I has
been completed .
In as much as the position is vacant, there is not an
incumbent questionnaire available for review. Therefore,
only the Job Description and our discussion was used as a
basis of the evaluation.
The established Job Description of Engineering
Technician II/Inspector was also helpful to keep the
salaries in proper relationship.
Upon review of the data, and my discussions with you,
it is recommended that Salarv Grade 16 be allocated for the
Engineering Technician I position.
The evaluation points for this position total 46 and

A copy of the Rating Sheet is attached.
The salary data from the Utilities Department was
indeed revealing. There is little wonder that the disparity
provokes morale problems at City Hall . Unfortunately, until
such time as a common Classification and Pay Plan is
established for all City operations , the frustrations will
certainly continue .
The Job Description for the new position requires no
change. However at some in time a specific job experience
should be established to avoid possible litigation.
As usual , the your presentation of the material was
complete and expertly assembled . This greatly assists in
the evaluation process .

SANITARIAN
GENERAL STATEMENT OF DUTIES
An employee in this position, under the general supervision of the
Deputy Health Officer, performs duties relating to the enforcement
of all the city health ordinances and codes, and will direct the
animal control program.
TYPICAL DUTIES AND RESPONSIBILITIES
1. Inspects and approves licenses for confectioneries,
restaurants, taverns, hotels, day care centers and other
eating, drinking and lodging establishments for sanitary
design, construction, installation of equipment, plumb-
ing, and utensils, general cleanliness, lighting,
� ventilation, garbage, and rubbish.
2. Oversees the daily animal control department operation.
3. Conducts safety programs among city departments and
employees.
4. Investigates and processes complaints of unsanitary
conditions, food-borne illnesses, nuisance complaints
such as junk cars, etc. and recommends appropriate action
against violators of the public health codes.
5. Recommends and assists in the actual enforcement of the
health safety and environmental laws applicable to the
City of Brookings pertaining to inspection and complaint
processing.
6. Assists in the investigation of rodent and insect
problems and vector-borne disease control.
7. Conducts health informational and educational meetings
for the general public.
8. Maintains records and reports of sanitary inspection and
complaint activities.
9. Assists in reviewing current inspection and complaint
procedures and policies and recommends revisions or
modifications of the same.

10. May be required to testify in court relating to action
taken against violators of public health codes.
11. Performs other such duties and functions as are necessary
or incidental to the proper performance of this position.
MINIMIIM OUALIFICATIONS
1. Graduation from college with a bachelor of science degree
in public health and/or natural sciences with a minimum
of thirty (30) semester hours in applied sciences.
2 . Two (2) years experience in an environmental health
function.
EXAMINATION, TESTING AND CERTIFICATION
1. Successful completion in written test and/or oral
interview.
2. Registered nationally as a Sanitarian within probationary
period.
3. Possession of a valid driver's license.
TYPICAL PERFORMANCE REOIIIREMENTS
1. Knowledge of modern methods, principles, and techniques
of bacteriology and chemistry as applied to public health
sanitation.
2. Knowledge of local, state and federal laws, ordinances
and regulations relating to public health sanitation.
3 . Ability to maintain records and initiate reports required
by the Public Health Department.
4. Ability to organize and plan work.
5. Ability to read and interpret blue prints.
6. Ability to establish and maintain effective working
relationships with law enforcement personnel, the general
public and various city departmental employees and deal
with enforcement problems diplomatically and tactfully.

Dear Mr. McGrath:
As requested, the Job Description for the proposed position of
Sanitarian has been evaluated and the Rating Sheet of the job analy-
sis is enclosed.
You will note the evaluation points total 50. This places the
position at a high Grade 17, which is equivalent to the city posit-
ions of Streets & Sanitation Foreman� Sanitary Landfill Manager and
Planning, Zoning, Housing Administrator.
The job factors evaluated, together with a brief explanation and
the evaluation points allocated are explained below:

ablished in the original Equity Survey of 1986. If there are any
major inconsistencies evident� please call me.
I have sketched in the changes to the Job Description of Deputy
Health Officer that appears to have resulted by the allocation of the
new position. If you concur, the changes should be made after the
allocation of the Sanitarian position.
It deserves to be mentioned that the Job Description for Sani-
tarian was excellently structured and worded. This obviously made
the task of evaluation simple and accurate.
