This Board deems it necessary to improve by paving with a bituminous wearing surface on an aephalt stabilized base course and otherwise improving the streets and public ways referred to in a Proposed Resolution of Hecessity for Street Improvement Ho. 92-08STA on file with the City Finance Officer, and to provide assessments against the property to be benefited thereby according to benefits, which property is also described in said proposed resolution. 2. This Board will meet in the Commission Chambers, City Hall, Brookings, South Dakota, on Tuesday, the 7th day of April, 1992, at 2:00 o'clock P. M. for the purpose of considering any objections to such proposed resolution. The City Finance Officer is directed to give notice of the resolution to be published once, two weeks prior to said meeting, in the official newspaper of the City with an appended notice stating the place and time of ineeting. PRAIRIE VIEW DRIVE from the end of the existing pavement west through and including the cul-de-sac B. CASTLEWOOD DRIVE from the end of the existing pavement east � to Windsor Drive C. WIHDSOR DRIVE from Twelfth Street South to Castlewood Drive Grading, curb and gutter, installation of water mains, sewer and water service lines, storm sewer and gravel basecourse in collector streets for a total street width of thirty five (35) feet on the collector streets listed below. A. SEVEHTEEHTH AVEHUE SOUTH from Eighth Street South to Twelfth 3 Street South . TWELFTH STREET SOUTH from 150' west of Twelfth Street South to the east 1323. 5' Grading, curb and gutter and paving to a pidth of thirty five ( 5) feet on the collector street listed beloW: A. DIVISIOH AVENUE from Second Street South to the existing pavement on Fifth Street South at the new Armory Grading, curb and gutter and paving to a width of thirty one (31 ) feet on the minor streets listed below: A. SEVENTH AVEAUE SOUTH from Second Street South to the south 175' 1. The general nature of the improvement is above set forth and reference for details is hereby made to the drawings and specifications prepared by the City Engineer and on file with the City Finance Officer. 2. The material to be used is concrete for curb and gutter and the following materials for paving of the street: One and one-half inch ( 1 1/2° ) bituminous mat on a one and one-half inch (1 1/2° ) asphalt stabilized base course on a six inch t6" ) crushed gravel base course for the twenty six foot (26' > wide minor streets. One and one-half inch (1 1/2" ) bituminous mat on a two and one-half inch (2 1/2" ) asphalt stabilized base course on ♦ eight inches (8" ) of crushed gravel base course for the thirty five (35' ) foot wide collector streets. 3. The improvement is substantially uniform. The estimated cost of curb and gutter is 59. 00 per linear foot of curb and gutter or 518. 00 per linear foot of street. The estimated cost per linear foot of streets for paving with a one and one-half inch bituminous mat on a one and one-half inch asphalt stabilized base course on a six (6) inch crushed gravel base course to be paved to a width of 31 feet back to back of curb is 528. 00 or S14. 00 per side of street. The estimated cost of a water main is 512. 00 per lineal foot of main. " The City will assume and pay, from the general funds, for any extra thickness required in excess of that described for minor streets and for the extra width in excess of 31 feet back to back of curb. The cost of improvements to street intersections and the long side of corner lots will be assessed to benefited properties. The cost of improvements will be apportioned to all assessable lots and tracts of land lying within one-half block or 300 feet of the street being improved, whichever is less. 4. A description of classes of lots to be assessed is as follows: The assessable lots and tracts of land lying within one-half block or three hundred feet of the streets hereinabove described, whichever is less. 5. The method of apportionment of benefits is as follows: The cost thereof to be assessed against all assessable lots and tracts of land according to the benefits determined by the governing body to accrue to all such lots and tracts from the construction of the improvement. 6. The above described improvement shall be hereinafter referred to � as Street Improvement Ho. 92-08STA, which shall be deemed a description of the improvement of the streets as hereinabove set forth.
