Initial Resolution for Street and Alley Assessment Pro�ect 92-09STA
BE IT RESOLVED by the Board of Commissioners of the City of
Brookings, South Dakota, as follows:
1. This Board deems it necessary to improve by paving pith a
bituminous wearing surface on a crushed gravel base course and
otherwise improving the streets and public Mays referred to in a
proposed resolution of necessity for Street and Alley Assesament No.
92-09STA on file aith the City Finance Officer and to provide for
payment of the cost of such improvements by levying assessments
against the property to be benefited thereby according to benefits,
which property is also described in said proposed resolution.
2. This Board will meet at the Commission chambers in the City
Hall of the City of Brookings, South Dakota, on Tueaday, the 30th day
of June, 1992, at 2:00 o'cloak PM for the purpose of considering any
objections to such proposed resolution. The City Finance Officer is
directed to give statutory notice of the hearing.

PROPOSED RESOLUTION OF NECESSITY
FOR STREET AHD ALLEY ASSESSMEHT PROJECT 92-09STA
BE IT RESOLVED By the Bosrd of Commissioners of the City of
Brookings, South Dakota, as follows:
The Board of Commissioners of the City hereby declares the
necessity of paving with a bituminous Mearing surface on a crushed
gravel base course on an alley of the City as folloWs:
Paving the alley between Ninth Street and Narvey Dunn Street
from Eighth Avenue to Hinth Avenue to a width of eighteen
feet.
The Board of Commissioners of the City hereby declares the
necessity of construction of the minor streets of the City as folloae:
Grading, curb and gutter, installation of Mater and seMer
mains, sewer and water service lines and gravel base course
in minor streets for a total street Nidth of thirty one (31 )
feet on the minor streets listed below.
a. PARKWAY BOULEVARD from Yosemite Lane pest to its terminous
b. CARDINAL DRIVE from Hunters Ridge Road to the north 462'
c. DEER PASS in its entirety
1. The general nature of the improvement is above set forth and
reference for details is hereby made to the drarvings and
specifications prepared by the City Engineer and on file with the
City Finance Officer.
2. The material to be used is concrete for curb and gutter and the
following materials for gravelling of the streets:
A six inch (6" ) crushed gravel base course for the twenty
six foot (26' ) wide minor streets.
The material to be used for the alley is three inch
bituminous mat on a six inch crushed gravel base course.
3. The estimated cost per linear foot of alley for paving for an
eighteen foot wide alley is 520. 00. Each property oMner shall
pay for one-half of the alley width over the width of his
property.
The improvement is substantially uniform. The estimated coat of
curb and gutter is 59. 00 per linear foot of curb and gutter or
518. 00 per linesr foot of street.
The estimated cost per linear foot of streete for gravelling Mith
a six (6) inch crushed gravel base course to be gravelled to a
width of 31 feet back to baak of curb is 516. 00 or 88. 00 per side
of street.
The estimated cost of a water main is 812. 00 per lineal foot of
the main.
The estimated cost of a sewer main is 818. 00 per lineal foot of
main.
4. A description of classes of lots to be assessed is as folloMs:
All assessable lots and tracts of land lying contiguous to
the streets and alley hereinabove described.
5. The method of apportionment of benefits is as folloMs:
The cost thereof to be assessed against all assessable lots
and tracts of land according to the benefits determined by
the governing body to accrue to all such lots and tracte
from the construction of the improvement.
6. The above described improvement shall be hereinafter referred to
as Street and Alley Assessment Pro�ect Ho. 92-09STA, r►hich shall
be deemed a description of the improvement of the streets and
alley as hereinabove set forth.

HOTICE TO PROPERTY OWNERS
NOTICE IS HEREBY given to the owners of the property described in
the foregoing proposed resolution that the Board of Commiseioners Nill
meet at the Commission Chambers in City Hall on Tuesday, June 30,
1992, at 2:00 0'clock P. M. , for the consideration of the adoption of
said resolution. At said time and place, the Board of Commissioners
will consider any ob�ections to the proposed resolution by owners of
property liable to be assessed for improvement.
