RESOLUTIOH OF HECESSITY
FOR STREET AHD ALLEY ASSESSMENT PROJECT 92-09STA
BE IT RESOLVED by the Board of Commissioners of the City of
Brookings, South Dakota, as follows:
The Board of Commiseionere of the City hereby declares the
necessity of paving with a bituminous wearing surface on a cruehed
gravel base couree on an alley of the City se follors:
Paving the alley between Hinth Street and Harvey Dunn Street from
Eighth Avenue to Ninth Avenue to a width of eighteen feet.
The Board of Commissionere of the City hereby declares the
necessity of construction of the minor etreets of the City as follovs:
Grading, curb and gutter, inetallation of aater and seMer mains,
seWer and water service lines and gravel base course in minor
streets for a total street width of thirty one (31 ) feet on the
minor streets listed below.
a. PARKWAY BOULEVARD from Yosemite Lane west to its terminoue
b. CA1?DIHAL DRIVE from Hunters Bidge Road to the north 462'
c. DEER PASS in its entirety
1. The general nature of the improvement is above set forth and
reference for details is hereby made to the draNings and
specifications prepared by the City Engineer and on file r►ith the
City Finance Officer.
2. The material to be used is concrete for curb and gutter and the
following materials for gravelling of the streets:
A six inch (6" ) crushed gravel base course for the trrenty
six foot (26' ) vide minor streets.
The material to be used for the alley is three inch
bituminous mat on a six inch crushed gravel base course.
3. The estimated cost per linear foot of alley for paving for an
eighteen foot wide alley is 520. 00. Each property ovner shall
pay for one-half of the alley width over the Width of his
property.
The improvement is substantially uniform. The estimated cost of
curb and gutter is 89. 00 per linear foot of curb and gutter or
518. 00 per linear foot of street,
The estimated cost per linear foot of streets for gravelling pith
a six (6) inch crushed gravel base course to be gravelled to a
width of 31 feet back to back of curb is 816. 00 or 58. 00 per side
of street.
The estimated cost of a Water main is 812. 00 per lineal foot of
the main.
The estimated cost of a sewer main is 818. 00 per lineal foot of
main.
4. A description of classes of lots to be assessed is as follors:
All assessable lots and tracts of land lying contiguous to the
streets and alley hereinabove described.
5. The method of apportionment of benefits is as follows:
The cost thereof to be assessed against all assessable lots and
tracts of land according to the benefits determined by the
governing body to accrue to all such lots and tracta from the
construction of the improvement.
