RESOLUTION DIRECTING PREPARATION OR ASSESSMENT ROLL,
DIVIDIHG ASSESSMENTS IHTO INSTALLMEHTS, AHD PROVIDING FOR THE
COLLECTIOH THEREOF POR STREET AHD ALLEY ASSESSMENT PROJECT 1992-09STA
(Alley between 9th - Harvey Dunn Street from 8th - 9th Avenue,
ParkNay Boulevard, Cardinal Drive and Deer Pass)
BE IT RESOLVED by the Board of Commissioners of the City of
Brookings, South Dakota, as folloMs:
1. More than twenty days have elapsed since the adoption and
publication of a Resolution of Necessity for Street and Alley
AsseBsment Pro�ect Ho. 1992-09STA. The referendum has not been
invoked, and no aritten protests against the making of esid
improvement have been filed Nith the City Finance Officer.
2. A contract for Street and Alley Assessment Pro�ect No.
92-09STA has been duly executed, and the Bosrd of Commiseionere is
authorized to levy special assessments pursuant to the provisions of
chapter 9-43, SDCL 1967, se amended.
3. The City Engineer has caused an estimate of the expense of
the work to be made and filed in his office shoMing the total cost of
said improvement as folloMe:
Contract price 5110, 000. 00
Engineering, inspection,
fiscal, legal expense, publication 5. 000. 00
Total Expense 8115, 000. 00
4. The total cost of said improvement shall be paid as follops:
Assessable costs 8 86, 350. 00
Extra Utility Capacity 28, 650. 00
5. There shall be made and filed in the office of the City
Finance Officer an assessment roll for said improvement. The
assessments shall be on the basis of benefits upon each lot or tract
of land contiguous to the alley constituting said improvement.
6. The assessment shall be divided into ten (10> equsl annual
installments.
7. Unless paid to the City Finance Officer in advance of
maturity, the assessments shall be collected by the City Finance
Officer in accordance with the procedure for Plan One in Chapter 9-43,
SDCL 1967, as amended.

8. The interest rate to be borne by the unpaid inetallments of
the special assessment is ten percent ( 10%) .
