RESOL.UTIOH NO. 95-92
ESTABLISHING BOULEVARD PARKIHG POLICIES AHD PROCEDURES
BE IT RESOLVED by the Board of Commiseioners of the City of
Brookings, South Dakota as folloas:
IN ORDER to continue to occupy the City boulevard parking with a
Boulevard Parking Space after July 31, 1993, the owner of property
contiguous to the boulevard must have obtained a Boulevard Parking
Permit.
APPLICATION for this permit shall be made by the owner on a
regular building permit form obtained at the City Engineer's Office,
P. O. Box 270, 311 Third Avenue, Brookings, SD 57006 (605-692-6629).
AN EXISTIHG asphalt or concrete surfaced boulevard parking space
may be granted a permit by the City Engineer if all of the folloNing
conditions are met:
1. The dimensions of the parking space are a minimum of 8' x 17'
2. Access to the space is from the street rith a curb cut or
mountable curb or from a legal driveway in the case of epaces
parallel to the street.
3. The parking space pas in place and completely surfaced vrith
asphalt or concrete before the date of passage of Ordinance lto.
27-92 ( i1-24-92).
4. The surfacing is in good condition
A PROPERTY OWNER may appeal the decision of the City Engineer to
the Board of Ad�ustment if a permit ia refused. Al1 regulations of
the Board of Ad�ustment Nill then apply.
AFTER July 31, 1995, every boulevard not covered by a Boulevard
Parking Permit shall be restored to s grassed area and shall have any
curb cut or broken baak curb replaced vith curb matching the local
street. Failure by the oNner to make these boulevard repaira by July
31, 1993, will constitute a default alloving the City to cause such
restoration and repairs to be made and the cost collected from the
property orner by assessment or court action.
DURING periods of snor► removal when vehicles are prohibited from
parking on streets they may temporarily be placed upon a boulevard
contiguous to the property owned or rented by the vehicle oNner. Once
the ad�acent street has been cleared the vehicle must be removed from
the boulevard.
