That Mayor Orrin Juel is hereby suthorized to execute and file an application on behalf of the City of Brooking8, South Dakota, with the Federal HighMay Administration, through the State of South Dakota Department of Transportation for an Intermodal Surface Transportation Efficiency Act tISTEA) grant to sid in financing of recreational trail construction for the City of Brookings, South Dakota. 2. That Allyn Frerichs, Director of Parks and Recreation, is hereby authorized and directed to furnish such information as the above mentioned federal and/or state agencies may reasonably request in connection with the application which ie hereby suthorized to be filed. 3. That the City of Brookings shall provide 20% of the total cost of the pro�ect, and vrill assume all responsibility in the operation and maintenance of the pro�ect upon completion of construction. Paseed and approved this 12th day of Janusry, 1993. �i��°�K'�'���, , � i �9 �.� � � Ma or � ig�{ �o Y 00 � Finance Officer , . - .�' CITY OF � BROOKINGS PARKS, RECREATION and FORESTRY DEPT. 221 Main Avenue • Brookings,S.D. 57006 Phone(6051692-2708 January 8, 1993 Dear Mayor & Commissioners: This new ( ISTEA) program of the Federal Highway Administration specifically provides assistance in financing bike trails, land- scaping and other scenic enhancement projects for state and local governments and is available on a 20-80 local/federal matching grant formula. We currently have a little over a mile of recreational trail left to construct which will complete Phase I of our plan. This includes the mile along the west side of South Medary Avenue where we plan on using the old railroad grade, and that trail loop will end in the vicinity of 12th Street South. We have general fund and Larson Foundation monies available in the 1993 budget, a portion of which would be used as the local 20% match. Because the mile of old railroad grade is on private property and in two years I have not been able to negotiate a no-cost arrangement to use this property, it is possible the completion of this project will require purchase of a few acres of land. This possibility will be written into the application. These funds come at a most opportune time as we finish the most expensive portion of Phase I of our trail system. The funds avail- able now are a "Pilot Program" , with another round of applications to be taken in April 1993 and annually thereafter for up to five years, so we may want to investigate the possibility of accelerating plans for Phase II , which is to extend into Indian Hills and towards SDSU f rom Larson Park.
