RESOLUTION OF NECESSITY
FOR STREET IMPROVEMEHT NO. 94-0

BE IT RESOLVED By the Board of Commiseioners of the City of
�rookinge, South Dakota, as folloMe:
The Board of Commiseioner8 of the City hereby declares the
neceseity of paving xith a bituminoue rearing surface on an asphalt
stabilized base course on the minor and collector streets of the City
and constructing concrete curb and gutter as folloMe:
Paving to a total ridth (back of curb to back of curb) of
thirty-one (31) feet with curb and gutter on:
Hammond Avenue from 10th Street South to ilth Street South
including storm sewer.
Installing sideMalk along the reconstruction pro�ect of Front
Street from Fifth Avenue to Main Avenue and along Fifth Aveaue
from Third Street to Front Street.
Paving an alley to a Nidth of eighteen feet t18' ) :
Betreen Eighth Avenue and Ninth Avenue from Eighth Str�et to f
Seventh Street.
1• The general nature of the improvement ie above set forth and
reference for details is hereby made to the draaings and
specifications prepared by the City Engineer and on file rith the City
Finance Officer.
2• The materisl to be used is concrete for curb and gutter and the
folloring materials for paving of the street:
One and one-half inch (1 1/2" ) bituminous mat on a one and
one-half inch (1 1/2" ) asphalt atabilized base course on a six
inch (6" ) cru8hed gravel base course for the thirty-one foot r
(31 ' ) Mide minor streets.
Three inch t3" ) bituminous mat on a eix inch (6" ) crushed gravel
base course for the alley.
3• The improvement is subatantially uniform.

The eetimated cost per linear foot of atreets for paving Mith a
one and one-half inch bituminoua mat on a one and one-half inch
asphalt stabilized base course on a 81x iach crushed gravel base
course to be paved to a ridth of 31 feet back to beck of curb ie
530. 00 or 815. 00 per side of street.
The estimated cost per linear foot of alle for
eighteen foot (18' ) vide alley ia 820. 00. yEach paving ��r en
ehall pay for one-half (1/2) of the elley ridth overethe rridth of
his property.

The estimated coet of 4" thick aideralk is 82. 00 per aquare foot.
The City Mill assume and pay, from the general funda, for any
extra thicknesa required in excess of that described for minor streets
and for the extra in excess of 31 feet back to back of curb.
The cost of improvements to street intersections and long Bide of
corner lots Mill be assessed to benefited properties. The cost
of improvements rill be apportioned to all assessable lots and
tracts of land lying Mithin one-half block or 300 feet of the
etreet being improved, Mhichever ie less.
4. A deacription of clasaes of lots to be assessed is as folloMe:
The assessable lots and tracts of land iying within one-half
block or three hundred feet of the streets hereinabove described,
ahichever is less.
5. The method of apportionment of benefits is as follore:
The cost thereof to be assessed again�t all asseesable lote and
tracts of land according to the benefits determined by the
governing body to accrue to all such lots and tracts from the
construction of the improvement.
6. The above described improvement �hall be hereinafter referred to
as Street Improvement No. 94-02STA which shall be deemed a description
of the improvement of the streets as hereinabove set forth.
