AMENDING PERSONHEL POLICY
WHEREAS a comprehensive personnel policy governing the managerial
organizational and operational affairs of the City of Brookings
employees has been adopted by the Brookings City Commission.
WHEREAS the commission finds that amendments to certain policies
as set forth in said statement should be made.
NOW, THEREFORE, BE IT RESOLVED by the Brookings City Commission
that the personnel policy be amended as follows:
Article III General Provisions
Section H Political Activity.
H. Political Activity
Employees of the City of Brookings are encouraged to exercise
their right to vote. Hopever, other political activity shall be
restricted to points 1, 2, 3 and 4 as provided belop. Failure to
comply with this provision may result in immediate dismisasl from
City employment.
Any officer or employee of the City of Brookings, whether elected
or appointed, may seek any political office while employed by the
City, provided:
1. that said officer or employee may not seek any political
office or actively campaign for any political office until
after having submitted in writing to the City Commission,
their intention to seek a political office;
2. that said officer or employee never campaign in any manner
Whatsoever during hours of employment;
3. that it is mandatory that said officer or employee take a
leave of absence for no less then 14 days nor more than 30
days prior to any election for a position that would require
the termination of said employee's employment if he/she is
successful in the election. Of that leave time, the
employee may take two weeks of vacation leave. Any amount
in excess of two weeks must be taken as leave without pay;
and
4. an employee of the City of Brookings may not campaign on
behalf of any candidate for City Commission. This does not
preclude an employee from running for City Commisaion as
long as that employee adheres to item number three t3)
above.
