Formation The Safety Committee is hereby formed and established in concurrence with the City of Brookings Resolution No. 7 - 95 for the employees of the Brookings City Government. II. Purpose Employees of the City of Brookings are considered valuable assets;their safety is of vital concem. Recognizing its need and responsibility for the safety of its employees, the City considers accident prevention and safe and healthfi�l working conditions integral parts of an effcient and well run organization. III. Policy Safety will be given primary importance in planning and operating City activities in order to protect City of Brookings employees against occupational injuries and illnesses, and to protect the City against unnecessazy fina.ncial bwden and reduced efficiency. Each employee is responsible for the safety, well being, and safe work conduct of themselves and those that report to or are assigned to him/her. To cany out this policy the City will: l. Maintain safe and healthful working conditions. 2. Fumish, within reason, the best available mechanical safeguards and personal protective equipment, where in its judgment, they are needed. 3. Maintain an active and aggressive program to promote safety awareness. 4. Insist that all employees observe established safety regulations and practices and use the safety equipment provided. IV. Nlembership of the Safety Committee Membership of the Safety Committee will be composed of one representative from each of the following departments with equal representarion of managemern and union employees: � �- ) Engineering, Finance, Fire, Human Resources, Library, Liquor Store, Park/Recreation/Forestry, Police, Solid Waste, and Street. The Human Resource representative shall be the only permanent representative and shall be chairperson of the Safety Committee. All other members will serve three year terms with a staggered rotation schedule to provide continuity. Each year the chairperson will submit a list of proposed candidates to fill vacated Committee sea.ts to the City Commission for appointment. The existing committee will draw for tenns of 1 year, 2 year, and 3 year tenns. V. Secretary The secretary will be selected each year by the members of the Safety Cominittee. The secretary will be responsible to keep minutes of each meeting and of notifying members of ineetings. VL Attendance Meetings of the Safety Committee shall be conducted once per month, at a time and date selected by the Committee. Any member of the Safety Committee missing three meetings in a row without a valid excuse will be notified by the secretary of his or her duties as a member. A fourth unexcused absence will result in dismissal from the Committee. VII. Duties of the Safety Committee A. The Safety Committee will review the South Dakota First Report of Injury Reports and Minor Injury reports submitted to the Human Resources Offcer during the preceding month. B. The Safety Committee shall bring to management's attention the need for corrective action of any safety and housekeeping problems with a courtesy copy of all correspondence to the Commissioner in charge of that department. C. The Safety Committee will investigate complaints of violations of Brookings City safety procedures and take appropriate action to remedy them. The following procedure will be followed with personnel violations: 2 �. . �. 1) Committee will review the complaint, and ifwarranted, shall send a notice informing the employee of the violations. 2) If a violation is repeated, the Committee will request the violating employee to appear before the Committee and explain why he or she is violating safety regulations or procedures. 3) Should an employee continue to violate regulations, the Safety Committee shall recommend dismissal or suspension of the employee. VIII. Quorum A quorum shall be constituted by a two-thirds majority of the members of the Committee. A majority shall be six(6) members. Approval of any action or recommendation shall require a two-thirds majority of the total Committee. IX. Appeals If recommendations to the depaztments are not acted on in a timely manner, the Safety Committee or its representatives reserve the right to meet directly with the City Commission concerning the safety issue. The decision of the City Commission shall be final. X. Budget The budget for the Safety Committee will be a line item in the budget of the Human Resowces Department. The chairperson will be responsible for administering the funds. The chairperson will submit a draft of the proposed Safety Committee budget to the Safety Committee in the month prior to budget review by the City Commission. XI. Subcommittees Subcommittees may be appointed from time to time by the chairperson to address specific safety issues. The subcommittee will then report back to the Safety Committee as a whole.
