WHEREAS, the United States of American and the State of South
Dakota have authorized the making of grants ta public bodies to aid in
financing transportation enhancement activities.
HOW, BE IT THEREFORE RESOLVED,
1. That Mayor Wayne Hauschild is hereby authorized to execute
and file an application on behalf of the City of Brookings, South
Dakota, with the Federal HighWay Administration, through the State of
South Dakota Department Efficiency Act tISTEA) grant to aid in
financing of recreational trail construction for the City of
Brookings, South Dakota.
2. That Al1yn Frerichs, Director of Parks and Recreation, is
hereby suthorized and directed to furnish such information as the
above mentioned federal and/or state agencies may reasonably request
in connection with the application Which is hereby suthorized to be
filed.
3. That construction of this recreational trail meets planning
and zoning requirements of the City of Brookings.
4. That the City of Brookings shall provide 20% of the total
cost of the project, and will assume all responsibility in the
operation and maintenance of the project upon completion of
construction.

RE: Recreational Trail Funding Application
The Resolution on your February 28th agenda authorizes application for
80% Federal matching funds to construct a third phase of our
recreationel trail system. The proposal was approved at our Park end
Recreation Board meeting on February 6, 1995.
This approximately 1 1/2 mile addition to our treil system Nould extend
east parallel to the railroad under I-29, and then turn North and run
parallel to I-29 on the west edge of Telkamp property, Daktronics and
Mills property; turn east along frontege road and end in vicinity of
32nd Avenue.
Purpose of this extension is twofold:
1. Provide access to east side of I-29 for trail users vho want to
travel out to rural areas in that direction. There are some
very scenic, low traffic gravel roads between Brookings and
Aurora.
2. As a valking/biking commuter route for the great number of
employees Norking in the industrial areas east of I-29.
Beautification is also an eligible expenditure tor these funds, so land-
scaping would be incorporated 3nto the pro�ect.
We have a unique opportunity to establish this route before and during
development, rhile land is readily available and the trail can be
designed into the overall plen.
The 20Y. local matching funds are not identified at this time. as the
project rould be for 1996 or '97. However. it is my intent to ask the
industries in that area for some financiel essistance. Perhaps the
local 20% could end up being lOY. privste and lOX city, as re did rhile
using Larson Foundation funds.
More precise cost estimates rill be available Tuesday, but based on
previous pro�ects I am estimating a range of S50-S60,000 total. meaning
a S10-S12�000 local metch.
